The Government of Uganda is signatory to the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW). The Government of Uganda reported to the CEDAW Committee in August 2010 in relation to the Convention. Following the Concluding Observations of the CEDAW Committee issued in October 2010, the Government of Uganda has to report to a mid-term review on two specific recommendations of the Committee, namely recommendation n. 12 and n. 32 (b).
For this purpose, the Ministry of Gender, Labour and Social Development with the support of the United Nations Office of the High Commissioner for Human Rights, under the UN Joint Programme on Gender Equality, aims at hiring a consultant for compiling all information gathered on the two recommendations and draft the final report for the mid-term review of CEDAW. After a process of desk review of the current information available with partners in the field of education, the consultant is expected to draft the final report to be sent to the CEDAW Committee.
Under the UN Joint Programme on Gender Equality, the UN Office of the High Commissioner for Human Rights has the task to support the Ministry of Gender, Labour and Social Development to implement international, regional and national treaties on women’s rights. Furthermore, the UN Office of the High Commissioner for Human Rights has the mandate to support the governments in the reporting mechanisms to the UN Conventions that they ratified.
Bearing in mind these commitments, the Ministry of Gender, Labour and Social Development will be supported by a consultant to proceed with the drafting of the CEDAW Mid-Term Review Report. In particular, the report must focus on:
Accessing all reports on the previous consultations carried out by MGLSD, MoES and OHCHR in relation to recommendations n. 12 and 32 (b) of the CEDAW Concluding Observations issued in October 2010 by the CEDAW Committee.
Compiling the information in order to produce a draft report for the CEDAW Mid-Term Review.
Organise and facilitate a consultative workshop for presenting the draft report in order to be validated by the MGLSD and other relevant government institutions. Costs for OHCHR workshop (venue, materials, etc) will be covered by OHCHR and hence not to be included in the consultant´s financial proposal.
Edit the final version of the CEDAW Mid-Term Review Report to be sent to the CEDAW Committee by the Government of Uganda.
Duties and Responsibilities
Scope of work:
Under the direction of the Ministry of Gender, Labour and Social Development, in collaboration with OHCHR, the Consultant will be required to:
In light of the findings of the previous findings, draft a first draft of the report, incorporating all information gathered.
Hold a consultative workshop with the government and relevant stakeholders to present the first draft of the CEDAW Mid-Term Review report.
Incorporate all comments received by stakeholders during the consultattions and draft a final report.
Drafting of a first draft of the report incorporating the information got from the relevant documents available.
Hold consultations with government and other relevant stakeholders on the first draft.
Edit a final report incorporating the recommendations received during the consultations with government and other stakeholders.
The consultant must be based in Kampala during the entire duration of the assignment. Other than for metings and the workshop, no working space will be facilitated to the consultatnt by either MGLSD nor OHCHR.
Previous attested experience in drafting official reports for government.
Substantial experience in dealing with international treaties, such as CEDAW.
Required Skills and Experience
Master in Law or related discipline.
5 years of working experience in report drafting on development/gender issues.
Strong knowledge on the UN treaty bodies, particularly on the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW).
Strong knowledge of the principle of non-discrimination and on women’s rights.
Payments will be effected by UNDP based on the satisfactory completion of each of the outputs outlined above; and upon the presentation of the corresponding invoice and corresponding approved certification of work as per below schedule:
20% upon submission of work plan/inception report with complete methodology/approach and timelines– 3 days after contract signature
40% upon submission of first draft of the report – 3 weeks after contract signature
40% upon submission of final, edited report incorporating the recommendations received during consultations and the workshop – 4.5 weeks after contract signature
Tentative time frame:
Week 1: access and organisation of all information gathered in the past months in relation to the two recommendations.
Week 2: drafting of the first draft of the report.
Week 3: consultative workshop.
Week 4: revision and final editing of the report.
Week 5: submission of the final report to be presented to the CEDAW Committee.
Evaluation method and criteria:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
Highest Combined Score (based on the 70% technical offer and 30% price weight distribution) where the minimum passing score of technical proposal is 70%.
Technical Proposal (Maximum 70 points):
Relevance of Education – 5 points
Language skills – 5 points
Experience in UN treaty bodies, particularly on CEDAW – 20 points
Knowledge of the principle of non-discrimination and on women’s rights – 20 points
Experience in drafting official reports for government and similar consultancy assignments – 20 points
Financial Proposal (Maximum 30 points): To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.

Technical proposal: a letter of interest stating why the applicant believes he/she is the most suitable for the job and including a tentative work plan and timelines.
To be prepared using the template provided in Annex II stating an all-inclusive total lump sum fee in Ugandan Shillings for this assignment supported by a breakdown of costs. The all inclusive lump sum fee shall take into account various expenses expected to be incurred by the Individual Contractor during the contract period, including: professional fee, living allowances (if applicable), communication costs and consumables, transport costs, etc.
