MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:
Applicants should be a Ugandan holding an Honours Bachelor’s Degree in
Engineering or
Agribusiness or Agricultural Economics or Agriculture Engineering or related
science
disciplines from a recognized University/Institution plus a Masters Degree in
Agricultural
Economics or Agricultural Engineering or Business Administration/Management or
Public
Sector Management from a recognized University/ Institution.
Applicants should have a working experience of at least twelve (12) relevant
working
experience, three (3) of which should have been gained at the level of
Commissioner in
Government or equivalent level of experience from a reputable organization.
He/she should have adequate knowledge of the public financial system,
procedures and
regulations.
He/she should have the following key competencies: Leadership, managerial and
planning
skills with well developed public relations skills; should be a team player capable of
providing effective leadership in the context of a motivated senior management
team and
with the ability to monitor, coach, develop and motivate subordinates; should have
proven
personal integrity and excellent oral and writing skills.
DUTIES:-
The incumbent will be responsible to the Permanent Secretary for performing the
following
duties:-
· Providing technical guidance for preparation, formulation and mobilizing support
for
policies, plans and strategies and in the areas of infrastructure for production,
agribusiness, value addition, primary processing, marketing and water for
agricultural
production;
· Providing technical leadership and guidance for policy, program and project
implementation; with specific focus on monitoring, inspection, evaluation and
harmonization of national programs and projects including those for agribusiness,
value addition, primary processing, marketing and agricultural Infrastructure and
Water
for Agricultural Production;
· Mobilizing resources and assistance for policy formulation, review and
implementation,
program development, agribusiness, value addition, primary processing, marketing
and
agricultural Infrastructure and Water for Agricultural Production.
· Establishing and strengthen frameworks for linkages and collaboration nationally
within
and with other sectors as well as regionally and internationally on issues pertaining
to
areas related to directorate functions.

· Supporting effective dissemination targeting public awareness of appropriate
agricultural technologies in relation to provision of advisory services for
agribusiness,
value addition, primary processing, marketing and agricultural Infrastructure and
Water
for Agricultural Production.
· Strengthening the agricultural statistics and monitoring and Evaluation function
across
the Agricultural Sector.
· In charge of the agriculture performance reviews, and stakeholder engagement
across
the agricultural sector.
· Supporting the agricultural sector semi-autonous institutions in their compliance
with
statutory and regulatory requirements.
· Any other duties as may be assigned from time to time.

Applications should be filled in triplicate on Public Service Form No. 3 (2008) and
submitted to the Secretary, Public Service Commission, P. O. Box 7080, Kampala
to be
received not later than Friday 11th January 2013.
The application forms are obtainable from the Public Service Commission offices,
Farmers’ House, 2nd Floor, Kampala and Ministry/Department/Local Government
Headquarters.
Applications should bear the title of the post as well as the Reference Number
specified
against the vacancy. Applicants should attach three (3) recent certified passport
size
photographs.
Applicants should route their applications through their Heads of Department who
must be
informed of the closing date to avoid delay. Applicants may, however, submit an
advance
copy of the application to the Public Service Commission to enable it start
processing
them. The words ‘Internal advert’ must be indicated on top of the first page of the
application form.
Applicants who shall not hear from the Public Service Commission, on completion
of the
recruitment and selection exercise should consider themselves unsuccessful.
