The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project

is a new five-year cooperative agreement awarded to University Research Co.,

LLC and is dedicated to improving health, population and nutrition services

through technical support to service delivery institutions, country, Ministries of

Health, USAID country missions, and cooperating agencies. The new project

carries on the work of the USAID Health Care Improvement Project in global

advocacy, development, and promotion of cost-effective methods to design and

improve health care services and systems in low- and middle-income countries.

USAID ASSIST will align evidence-based interventions in technical content areas

such as maternal, newborn and child health, HIV/AIDS, OVC and health workforce

– with evidence-based approaches to strengthen and improve systems.

URC is seeking dynamic and qualified individuals to fill the following positions at

their Kampala Uganda office on one year renewable contracts:

Human Resources Assistant

Duties:

Assist the FAM in developing and managing staff contracts, files, and payroll

processes

Ensure adherence to local labor laws and practices and support staff enrollment in

local benefit plans as appropriate

Serve as primary contact person for staff to ensure HR support is provided

Coordinate recruitment process by advertising vacancies, collecting CVs,

screening candidates, and setting up interviews for selected applicants

Support the orientation of new employees and ensure that the human resource

policies and the employee benefit package are well understood by all staff,

providing guidance as necessary

Prepares requests for consultants and individual contractors, ensuring receipt of

all necessary documents and preparing and maintaining the checklists and files.

Ensure all staff submit their timesheets in time for approval by the Chief of Party

Track and record staff vacation and sick leave

Coordinate the six-monthly staff appraisal and evaluation process, including

ensuring the availability of appraisal forms and schedules

Coordinate the performance review process for all staff.

Establish and maintain the project/personnel paper and electronic files. Keep files

in an organized, orderly manner so that records can be referred to and

deciphered clearly in the event of an audit or need for historical information;

Maintain confidentiality in dealing with all personnel matters, as appropriate

Coordinates actions related to the separation of staff members

Scan vouchers for all monthly field reports and file them in the server accordingly

Assist with preparation and logistical support for workshops, meetings and

seminars as requested;

Any other duties as assigned by your supervisor

Qualifications:

Bachelor degree in Human Resource Management, Business Administration, or a

related field;

At least 2 years of work experience in similar position;

Proficient in MS Office;

Excellent written and oral communication skills;

Excellent interpersonal skills and team building skills;

Strong customer service orientation;

Ability to prioritize tasks, meet deadlines and work in multicultural environment.

Familiarity with USAID regulations is desired.
