DRC/DDG calls for applications from qualified, national candidates to fill vacancy

as Logitics Manager in Kampala, Uganda.

GENERAL ROLE

The post refers to a logistics professional possessing a valid driving license, a

local contact network and broad knowledge in the procurement processes,

people’s management, finances, vehicles, inventories and monitoring of field

assets and activities.

The position is responsible for the overall country logistics and procurement

operation in coordination with logistics officers; providing support to DRC/DDG

field operations and field based staff in training, guidance and standard operating

procedures as set by the DRC/DDG.

SPECIFIC TASKS

Under the supervision of Regional Logistics Manager, be assigned as the Logistics

Manager to supervise the logistics and procurement unit and implementation of

Supply Chain Management system (cloud based, inventory/budget/authorisation

system). The Logistics Manager may be reassigned to another duty station within

the country at any time, at relatively short notice, depending on the operational

requirement of DRC/DDG. The incumbent shall be responsible for the following

duties:

• Daily supervision of country logistics and procurement procedures inclusive of

related information management and maintenance, requests for quotations, quality

control and ensuring the set procedures are followed.

• Daily supervision of the country logistics personnel, acting as a deputy to the

Regional Logistics Manager, and ensuring logistics team’s close cooperation with

the departments for admin/finances, human resources and operations.

• Implementation of the Supply Chain Management system (SCMs) in Uganda with

assistance from the Regional Logistics Manager.

• Provision of assistance to logistics colleagues in their work, and serve as backup

when a colleague is on leave.

• Monitoring that all procured items are accounted for and quality/quantity

controlled in stock reports and asset inventory management system.

• Timely management and updating of all logistics reports and information as

required by the organisation.

• Standardisation of all service contracts with assistance from Regional Logistics

Manager.

• Continuous organisation of vehicle and equipment maintenance/repair schedule

and value-for-money services to the vehicle fleet/equipment.

• Monitoring of the vehicle fleet/motorcycles/generators fuel consumption through

weekly reports.

• Overseeing conduct of the logistics officers in effective supervision of the drivers

and other personnel using key assets of the organisation.

• Compile and submit to the Regional Logistics Manager; ad hoc reports on

observations concerning staff conduct/performance and use of organisation’s

assets; and DRC/DDG monthly reports on fuel, inventory, equipment

maintenance/repair and in stock reports.

• Perform any other procurement, vehicle or logistics related task instructed by

Regional Logistics Manager.

POSITIONS REPORTING TO LOGISTICS MANAGER AND FINANCIAL AUTHORITY

• Logistics officers at country office; and

• Field logistics officers and logisticians in operations.

• Financial Authority Limit for the position is set at USD 10,000.

REPORTS

The Logistics Manager is responsible for the following reports and submission

deadlines;

• Procurement Tracking report: Weekly, on Fridays

• Inventory/Stock report: Monthly, on 2nd day of month

Law

• Fleet report (fuel, services & repairs): Monthly, on 2nd day of month

In addition to above, the Logistics Manager is responsible for the timely and

correct submission of forms and evaluation reports on Order Request/ Request for

Quotation/ Purchase Order/ Waybills/ Goods Received/ Operational Notes/

Booking Cargo and Warehouse Release.

PERSON SPECIFICATION

• Degree in Procurement from a recognised institution.

• Minimum 5 years experience in supply chain management in a busy environment,

procurement, transport and distribution, fleet management, warehouse and stock

management.

• Proven experience of developing and implementing logistics policies, systems

and procedures.

• Proven experience in management of Assets

• Demonstrates ability to build the capacity of logistics staff (both international and

national) through coaching and mentoring, performance management frameworks

and development plans.

• Excellent communication skills, diplomacy and experience working with

government officials, UN agencies, NGOs and a variety of partners and service

providers

• Proven Financial, Budget and human resource management experience.

• Knowledge of donor compliance systems.

• Excellent IT skills and knowledge of various computer software programs.

TERMS AND CONDITIONS

Start: As soon as possible

Duty Station: Head Office – Kampala

Contract: Contract ends 31. Decmber 2013. Remuneration and benefits are as per

DRC/DDG Uganda standard salary scale and benefit package.
