Background The Stop Malaria Project (SMP) is a five-year USAID Ignited initiative

awarded in September 2008. The project is being implemented by a consortium of

partners lad by the Johns Hopkins University. Bloomberg. School of Public Health,

Center for Communication Programs (JHU/ CCP). Other Partners include Malaria

Consortium, Communication for Development Foundation Uganda (CDFU) and

Infectious Diseases Institute Limited (IDI) Job Summary-

The primary responsibility of this position is to provide professional and

technical accounting services for the Stop Malaria Project Specifically the Finance

officer will:

Provide technical assistance to establish financial management systems and to

prepare financial reports using QuickBooks and monthly imprest reporting.

Review payment vouchers, code and post all financial Transactions in

QuickBooks and ensure that accurate and monthly accounts are submitted in

accordance with CCP regulations.

Keep records of VAT payments, and submit documentation to USAID for

reimbursement

Submit the annual USAID VAT report to the FM

Maintain records of disbursement and receipts on a daily basis.

Prepare quarterly protections of expenditures for submission to JHU-CCP

Baltimore with monthly financial reports.

Prepare local purchase orders and consulting agreements with appropriate

documentation.

Folk up the accountability of financial transactions with stall members.

Review travel expense reports and process reimbursements.

Participate In all aspects of the procurement management process, including

but not limited to drafting/advertising requests for bids specifications and/or

SOWs, establishing criteria tor evaluation, documenting (lie process, ensuring

selections are based on solid rationale, ensuring me integrity of the procurement

process at each step, maintaining complete procurement files, etc,

Review and seek approval for activity budgets.

Compile Cost1 share documentation tor JHUCCP and other Partners,

Maintain bank reconciliations, creditors and debtors ledgers

Follow up financial transactions with staff members, other agencies & vendors.

Support non-finance staff through in-house trainings

Ensure that a proper tiling system Is in place for easy accessibility of

documents.

Requirement:

Knowledge of Generally Accepted Accounting and Auditing Principles and laws,

rules and regulations related to accounting.

Candidate must be extremely knowledgeable with financial management.

Must be familiar with USAID/US government federal regulations! .e. 32 CFR 226,

228 and 2 CFR 30 and the ADS 310.

Familiarity with the Uganda Labor Laws

Excellent command of QuickBooks.

Superb attention to detail with strong analytical and result- oriented skills.

Word and Excel at least at an Intermediate level.

High-quality math skills.

Able to meet deadlines.

High standards of integrity.

Fluent in English, both Written (spelling, style and grammar) and spoken.

Excellent communication skills including Written (spelling, style and grammar

and Spoken.

A Bachelors Degree in Commerce, Accounting, Business Administrate, or its

equivalent in related fields OR Completed professional qualification in ACCA,

CPA, CIWA.

Computer literate with hands-on experience in use of accounting packages,

especially QuickBooks.

5 years of experience in Finance or a US government funded project required.

Prior experience with procurement regulations and procedures required.
