The Uganda Episcopal Conference ( UEC ) is the Assembly of the Catholic hierarchy in Uganda, through which Bishops express their collegial responsibility through collective action, to assure the progress of the Church and coordination of its social and pastoral ministry. UEC has received a subgrant from Rakai Health Sciences Program with support from the US Centers for Diseases Control and Prevention (CDC) to implement the “Accelerating HIV/AIDS Epidemic Control program" in the Masaka Region. Through the health department, the Uganda Catholic Medical Bureau (UCMB), UEC will co-ordinate and support the programming and implementation of accelerated HIV epidemic control in PNFP health facilities accredited to the Uganda Catholic, Moslem and Protestant Medical Bureaus in the Masaka Region.

UEC therefore seeks to recruit suitable candidates for the following position in the UCMB Masaka Region Project Office located in Masaka District;

Job Summary:
The HIS Officer spearheads data collection using manual and electronic systems at PNFP supported facilities within Masaka Region, quantification of HMIS tools, liaising with district biostatisticians to ensure data from the PNFP subsector in entered into DHlS2 and Hybrid for reporting to MOH, RSHP and PEPFAR.

Duties:

  •  Work with district teams led by the district Biostatisticians in training and mentorship of facility M&E staff.
  •  Work with Consortium partners and district teams to quantity and ensure availability of all necessary HMIS tools at the PNFP supported facilities.
  • Mentor and coach Facility teams 8t as well community partners on appropriate use of HMIS data collection tools use of MoH recorded electronic patient monitoring systems (DHIS penMRS conjointly with WAOS and TWOS) for data management and data aggregation to enhance timely reporting.
  •  Support facilities to ensure completeness of entries into the openMRS, data cleaning and reporting.
  • Support facilities to ensure timely and accurate completion and submission of HMIS reports and other required reports to the district biostatisticians in the 12 districts of Masaka Region.
  • Train and mentor lower level facility staffs in computer packages that enhance program implementation and reporting.
  • Support the PNFP facilities in the region to conduct regular data quality assessment as per MoH DQA guidelines on data collected at health facilities and ensure regular feedback is given to ensure continuous improvement.
  • Mentor and coach facility staffs to summarize data collected, analyzed, displayed and used for decision making at the facility level.
  •  Perform monthly basic analysis on data from HMIS data to inform UEC-UCMB Regional Project on the progress of activity implementation and/or change strategies to improve performance.
  •  Generate narrative and quantitative reports for submission to the Prime Partner.
  • Effectively participate in conjunction with consortium district based partners dissemination meetings by ensuring availability of relevant data and documentation as a contribution from the PNFP subsector.

Qualifications and job specifications

  • Bachelor's degree in Biostatistics/Statistics or its equivalent
  • 2 years‘ experience in Health information Systems (HMIS, DHIS & OpenMRS)
  • Knowledge of common Statistical analysis and database management packages Ms Access, Ms Excel, STATA, SPSS, EPiDATA
  • Knowledge of MER 2.1 PEPFAR indicators Key personal competencies:
  •  Ability to monitor Data collection and data entry into management systems and write good project reports and plans.
  • Strong IT skills (generic applications, internal communications systems, and software packages to support M&E management)
  • Comprehensive knowledge of error resolution in data entry
  •  Mentoring and coaching skill
