Job details:
The Uganda Episcopal Conference ( UEC ) is the Assembly of the Catholic hierarchy in Uganda, through which Bishops express their collegial responsibility through collective action, to assure the progress of the Church and coordination of its social and pastoral ministry. UEC has received a subgrant from Rakai Health Sciences Program with support from the US Centers for Diseases Control and Prevention (CDC) to implement the “Accelerating HIV/AIDS Epidemic Control program" in the Masaka Region. Through the health department, the Uganda Catholic Medical Bureau (UCMB), UEC will co-ordinate and support the programming and implementation of accelerated HIV epidemic control in PNFP health facilities accredited to the Uganda Catholic, Moslem and Protestant Medical Bureaus in the Masaka Region.

UEC therefore seeks to recruit suitable candidates for the following position in the UCMB Masaka Region Project Office located in Masaka District;

Title: Medical Officer eMTCT/Care and Treatment

Job Summary:
The officer supports supported PNFP facilities to otter quality HlV services for care, treatment, TB/HIV eMTCT services in pursuit of the UNAIDS goals of 90-90-90 and attainment of epidemic control.

Duties:

  • Provide technical guidance to PNFP supported facilities in the Masaka Region to otter comprehensive HIVIAIDS service.
  • Collaborate with other PNFP Regional Office team members to ensure national and treatment standards, guidelines and protocols are adhered to.
  • Provide technical support and guidance to the supported facilities to develop annual work plans and their implementation,
  • Support the institutionalization of CMEs at PNFP facilities and regularly participates in technical review meetings and CMEs for HIV care and treatment with HCF.
  •  Conduct quartery assessment of facility performance and determine technical assistance needs.
  • Support quality assurance activities in the area of care and treatment.
  •  Provide regular support supervision, mentoring and coaching of facility staffs in various HIV/AIDS components ranging from eMTCT, adult and Pediatric care, TB/HIV collaboration, co-morbidhies management and nutrition.
  •  Provide prompt support in clinical management for complicated cases presented by facility staffs through telephones, on-line responses, social media platforms, on-site mentorship etc.
  • Liaise with the other team members to strengthen community based interventions, referrals and linkages that assure viral suppression and retention in care.
  • Prepare and submit timely quarterly reports on HIV/AIDS Care and Treatment services to the Supervisor and the relevant stakeholders.

Qualifications/Competencies:

  • Bachelor’s Degree in Medicine and Bachelor’s Degree in Surgery
  • 3 years clinical experience in HIV/AIDS service provision including mentorship to lower level facilities.
  •  Training as a district! MOH mentor in HIV/AIDS interventions is an added advantage.
  • Prior experience of providing technical support to lower level facilities is a must.
  •  Computer skills ( Word, Excel, PowerPoint)
  •  Good oral and written communication skills.
