The AIDS Support Organization (TASO Uganda), was founded to contribute to the process of preventing HIV infection, restoring hope and improving the quality of Life of persons, families and communities affected by HIV infection and disease. TASO has received a 5-year CDC-PEPFAR Grant to implement accelerated HIV/AIDS epidemic control activities through a Health Systems Strengthening approach in Soroti Region, covering B districts oi Soroti, Kaberamaido (Cluster 1), Katakwi, Amuria (Cluster 2), Serere, Kumi, Bukedea and Ngora (Cluster 3). in addiuon, TASO will be implementing accelerated HIV/AIDS epidemic control activities through a Health Systems Strengthening approach in Masaka and Kalungu districts, as a Sub-recipient under the Masaka Region Rakai Health Sciences Program (RHSP) Consortium funded by PEPFAR through CDC. in pursuit of such intentions, TASO invites applications from qualified, dedicated‘ competent, innovative and results-oriented persons for employment on a contract basis for the posts below;

Supervises : KP/PP Project Officer, Prevention it

Officer, OVC Support Officer, M&E Officer, Laboratory Field Mentors, Pharmacy Logistics Support Officer, Accountant, Project Assistant and Driver.

Salary : Commensurate with training and experience
Duty Station : Soroti, Katakwi, and Kumi

Main Purpose of the Job
The HIV Prevention. Care and Treatment Officer will be the Cluster Team Leader and also provides technical assistance to ensure timely and quality accelerated HIV/AIDS service delivery in the supported districts. S/he will provide technical support to the district health team (DHT) and support district
- led programming for a decentralized HIV/AIDS response. Hel she will initiate, plan, coordinate and evaluate project activities designed to enhance capabilities. governance and functionality of DHTs. The lob holder will work very closely with the DHOs Office, health facilities and other stakeholders. He/she will coordinate capacity-building efforts to reinforce competencies of DHTs and HCWs and will be the key liaison between TASO and the districts in the Cluster areas.

Key Outputs

  • Leadership. planning, organizing and directing for the Cluster team
  • Technical assistance to HIV/AIDS/T B care and treatment for the key thematic areas provided
  • Programmatic, financial, administrative and logistics need handled.
  • Program, management and technical support provided to CBOs.
  • Provide program management and coordination support to assigned implementing partners
  • Coordination of the Regional program and technical teams
  • Report on key activities related to HIV/AID/TB Prevention, Care and Treatment scale provided
  • Mentorship and coaching activities supported
  • Consolidated National HIV prevention, care and treatment guidelines rolled out
  • Quality Assurance of HIV/AIDS/TB services supported
  • Best and promising practices documented and shared

Minimum Academic Qualifications

  • A Bachelor‘s degree in Medicine and surgery.
  • Active Registration with the Uganda Medical Dental Practitioners Council is a MUST.
  • A masters degree in Public Health or related field will be an added advantage. ' '
  • Special training in HIV/AIDS in an added advantage

Required Experience and Skills

  • At least 3 years of HIV/AIDS /TB clinical experience.
  • Experience in providing Technical Assistance to large scale HIV/AIDS HSS interventions within MoH structures and systems.
  • Comprehensive knowledge and experience in HIV/AIDS TB management.
  • Good working knowledge HIV/AIDS /TB programs, strategies, processes and techniques used to plan. develop, implement and evaluate results of HIV/AIDS programs.
  • Key skills.
    Demonstrated computer skills in MS Office Applications and experience in strategic information management is an added advantage
  • Excellent written and oral communication skills in Local language and English, including report writing.
  • Demonstrated leadership and team-building skills.
  • Excellent communication and interpersonal skills including the ability to work effectively in a team.
  • Knowledge of USG programming policies and regulations, MoH and district procedures and practices.
  • Knowledge of the local language shall be an added advantage
  • Ability and willingness to work flexible hours as needed and with minimum supervision.
  • Willingness to work in a rural setting
