Job details:
The AIDS Support Organization (TASO Uganda), was founded to contribute to the process of preventing HIV infection, restoring hope and improving the quality of Life of persons, families and communities affected by HIV infection and disease. TASO has received a 5-year CDC-PEPFAR Grant to implement accelerated HIV/AIDS epidemic control activities through a Health Systems Strengthening approach in Soroti Region, covering B districts oi Soroti, Kaberamaido (Cluster 1), Katakwi, Amuria (Cluster 2), Serere, Kumi, Bukedea and Ngora (Cluster 3). in addiuon, TASO will be implementing accelerated HIV/AIDS epidemic control activities through a Health Systems Strengthening approach in Masaka and Kalungu districts, as a Sub-recipient under the Masaka Region Rakai Health Sciences Program (RHSP) Consortium funded by PEPFAR through CDC. in pursuit of such intentions, TASO invites applications from qualified, dedicated‘ competent, innovative and results-oriented persons for employment on a contract basis for the posts below;

JOB TITLE - REF: TS/HR/SORP- 04: MONITORING & EVALUATION AND QUALITY IMPROVEMENT OFFICERS (04 POSTS)
Classification : Contract, full time
Reports to : Technical Lead M&E, Strategic information and learning Salary: Commensurate with training and experience
Supervises : None
Duty Station : Soroti, Katakwi, Kumi and Masaka

Main Purpose of the Job
To coordinate the functions Monitoring and Evaluation, Strategic information and the Learning function and carry out programs audits for the success of the protect services in the Cluster area.

Key Outputs

• Monitoring & Evaluation systems developed;
  
• Systems, plans, guidelines and procedures for the monitoring and evaluation of the Cluster updated;
  
• Monitoring and Evaluation tools and feedback mechanisms developing.
  
• Periodic reports on findings and recommendations written and disseminated; _
  
• Project activities in the Cluster activity monitored and evaluated. 5
  
• Project Data Quality Assessment Audit exercises conducted and reports compiled and submitted and Risk Assessments carried out.
  
• Recording and Reporting tools distributed to all health facilities
  
• Periodic reports generated and submitted in a timely manner
  
• Qi Learning sessions organized and conducted
  
• Health care workers oriented on data collection, recording

Minimum Academic Qualifications

• Degree in Statistics, Computer Science, or Quantitative Economics,
  
• Database Management leading to DBA (Data Base Administration certification
  
• Computer programming
  
• Basic facts about HIV/AIDS

Minimum Experience and Skills

• At least three (03) years in database management
  
• Basics training skills,
  
• Application of software and statistical packages used At TASO,
  
• Communication and training skills, and interpersonal skills.
