Kyambogo University is a public university, established in 2003 following the merger of the former institute of Teacher Education Kyambogo (ITEK), Uganda Polytechnic Kyambogo (UPK), and Uganda National institute for Special Education (UNISE). The University Campus is located on Kyambogo Hill in the capital city, Kampala. Kyambogo University is the second largest university in Uganda with more than 20,000 students. Kyambogo University is a unique institution which has adopted an integrated approach to education, focusing on vocationalizing education at all levels. The University has embraced the fields of science and technology, humanities, business management and entrepreneurship, education and teacher development as well as special needs education. To achieve its mission and strategic goals, Kyambogo University seeks to fill the positions of Deputy Vice Chancellor (Academic Affairs) and Deputy Vice Chancellor (Administration and Finance) as follows:

PURPOSE OF THE JOB
To assist the Vice Chancellor in the performance of his or her functions and in that regard be responsible for the academic leadership of the University including coordination oi teaching, research and publication matters, policy and standards.

DUTIES AND RESPONSIBILITIES

  • To initiate, obtain approval of and promote policies, plans and programmes that enhance the academic and professional excellence of the University.
  • To oversee the development, implementation and review of the policy framework for monitoring the quality of teaching and teaming, standards and management of the University‘s academic programmes.
  • To spearhead the preparation of academic programmes and research in all Faculties, Schools, institutes, Colleges or other academic bodies.
  • To oversee the planning, development and review of undergraduate, post graduate, research programmes and any other academic programmes of the University.
  •  To oversee the selection and admission of students.
  • To initiate and coordinate the development and review of curricula for academic programmes offered at the University.
  •  To monitor compliance in setting and marking all examinations in accordance with established regulations.
  • To coordinate the appointment of academic staff and external examiners.
  •  To oversee the optimal utilization and management of existing teaching and research funds and facilities‘
  • Perform any other functions as may be delegated by the Vice Chancellor or assigned by the University Council.

KEY OUTPUTS

  • Comprehensive and sound academic policies, plans and programmes developed and implemented.
  • Framework for monitoring quality, standards and management of academic programmes developed and implemented.
  • Academic programmes for all Faculties, Schools, institutes, Colleges or other academic bodies spearheaded.
  • Undergraduate, postgraduate, research programmes and other academic programmes of the University planned, developed implemented, reviewed and continuously improved.
  •  Students admitted on merit and in accordance with existing regulations.
  • Regulations for setting and marking examinations adhered to.
  • Distinguished scholars recruited and retained, and suitable External Examiners appointed.
  • Research projects carried out successfully and publications made.
  •  Teaching and research funds and facilities optimally utilized.

PERSON SPECIFICATIONS
The Deputy Vice Chancellor (Academic Affairs) must:

  • Be a full Professor or Associate Professor and a holder of an earned Ph.D. from a University recognized by National Council for Higher Education;
  • Have at least six (S) years of working experience at senior management position, four (4) of which must have been served at the minimum level of Dean of Faculty or its equivalent in a reputable University/institution;
  • Have commitment to and substantial experience in networking and participation in academic activities nationally, regionally and internationally.
  • Have proven experience in playing a leading part in national or international policy making in higher education;
  • Have proven management capacity including knowledge of Academic Affairs and strategic people management;
  • Be an accomplished scholar with proven track record in formulating and managing academic programmes including supervising and mentoring graduate students;
  • Have proven track record of research and publications in peer reviewed journals and/or monographs and books; and
  • Be between 45 and 65 years of age at the time of application.

FURTHER INFORMATION ON THE POSITION APPOINTMENT

in accordance with the Universities and 0therTeriiary institutions Act, 2001 (as amended in 2003 and 2006), successful candidates for the positions of Deputy Vice Chancellor (Academic Affairs) and Deputy Vice Chancellor (Finance and Administration) shall be appointed on contract for five years and shall be eligible for one more term of five years.

RE-APPOINTMENT
Re-appointment for the second five-year term of office shall be in accordance with Section 32 (2) of the above Act and shall be subject to performance appraisal done by the vice Chancellor.

REMUNERATION
An attractive remuneration package will be paid in accordance with Kyambogo University terms and conditions of service


EMPLOYMENI CONIRACT
Upon acceptance of the job offer, the successful candidates for the positions or Deputy Vice Chancellor (Academic Affairs) and Deputy office Chancellor (Finance and Administration) will be required to sign a contract of employment with the University Council setting out the terms and conditions of employment

PERFORMANCE OUTPUTS AND TARGEIS
The Deputy Vice Chancellor (Academic Affairs) and Deputy Vice Chancellor (Finance and Administration) shall sign an annual performance agreement stipulating his or her performance outputs and targets upon which he or she will be assessed annually.

PERFORMANCE REVIEWS
At the beginning of each financial year/performance period, the Vice Chancellor shall undertake a review of the performance of the Deputy Vice Chancellor (Academic Affairs) and Deputy Vice Chancellor (Finance and Administration) which will cover the Following among others:

  • The Deputy Vice Chancellors progress towards the University's strategic objectives, performance outputs and targets as determined by the University Council;
  • The University’s performance in terms of the quality indicators set by the National Council for Higher Education and/or the Minister responsible for Education;
  • Any compliance directives issued by statutory authorities; and
  • Other relevant matters determined by the University Council.
