Job details:
The Provincial Secretariat of the Church of Uganda (COU) seeks to recruit suitable qualified dynamic and competent persons for the positions below. These positions require individuals with at least 10 years relevant work experience in the respective sector and with at least 5 years at managerial level, high level of integrity, team players, practicing & committed to the values and faith of CoU, ability to work in a fast—paced & large organization. The following skills are very essential: strategic planning skills, excellent interpersonal and English communication skills (oral & written), strong leadership/management and supervisory skills, computer literacy, financial and innovative skills.

Position:
Director Finance, Planning and Investments/ Provincial Treasurer
Reports to: Provincial Secretary

Job purpose

• Responsible for the overall provision of efficient financial and accounting services, and for advice and training in financial matters for the CoU
•  Establish and develop the function of Integrated Planning for the CoU
• Establish and develop the function Investment for the CoU

Key roles and responsibilities:

•  Manage Financial, Planning and investment Policies of the CoU Strategic planning / direction
• Financial resource mobilization
• Budgeting
•  Manage debtors’ portfolio through efficient and effective execution of credit control procedures, and the credit portfolio by ensuring that defined creditors‘ terms are respected.
•  Manage Financial Controls
•  investments management
• Manage Financial Reporting and Accounting
• Fixed assets register management Taxes and statutory obligations management
• Establish a retirement benefit fund for staff capacity building and supervision
•  Be the secretary to the Provincial Board Finance, Planning and Investment
• Other related duties as maybe assigned from time to time

Desired person qualifications experience:
Qualifications:

• At least an MBA/ Masters in Planning an Development I Masters in Economics a any other related field
• Bachelor’s Degree in Commerce or Business Administration Full professional qualifications in relevant fields ie ACCA/CPA/CIMA
• Knowledge of using computerized financial accounting & planning packages
• Good analytical and problem solving skills with attention to detail
• Excellent Financial skills
• Ability to work with tight schedules

Experience:

• Proven experience of working in and strategically planning for a large and complex organization
• Substantial experience of building effective working relationships with other financial professionals and with non-finance managers/budget holders
• Demonstratively working at board level
• Proven ability to articulate an investment Outlook

Employment terms for position:
All employment is on three years contract, renewable dependent on performance Duty Station: Provincial Secretariat - Willis Road, Namirembe, Kampala
