The Capital Markets Authority (CMA) is an autonomous body, established in 1996 under the capital Markets Authority Aw (Cap 84) 1996, to promote, develop and regulate the capital market industry. The Work of the CMA is also governed by the Securities Central Depositories (SCD) Act (2009) and the Collective Investment Schemes (CIS) Act (2003). CMA is governed by a Board of Directors appointed by the Minister of Finance, Planning and Economic Development.

Job Title: Finance Manager
Reports To: Director Corporate Services

Job Purpose: S/he will be responsible for the development and implementation of proper internal controls and ensuring that statutory and other financial reporting requirements are met.

Responsibilities

• Develop and implement financial policies, procedures and strategies and regularly update the Finance & Accounting Manual;
• Develop and implement systems for financial planning, monitoring and control of CMA's financial resources. taking into account the short, medium and long term needs of the Authority;
•  Account for CMA's income and expenditure, its assets and liabilities and ensure appropriate financial reports and statements are prepared;
• Provide SMT and the Board with financial analysis and information to guide strategic and operational decision making;
• Ensure that CMA complies with all its financial and regulatory obligations as stipulated in the Public Finance Management Act, 2015;
• Prepare annual statutory accounts for audit in line with the PFMA, 2015 and be the main point of contact for auditors in the course of the audit,
•  Prepare and monitor the annual CMA budget 8. Prepare regular cash flow forecast and ensure effective budgetary control;
• Manage investments, taxation matters and fixed assets of the Authority;
• Take charge of the financial management information system and review all postings therein;
• Manage the performance of staff under his/her supervision
• Any other related duties that may be assigned from time to time

Person Specification
Must have full membership to an internationally recognized Professional accounting body e.g. ICPAU, ICPAK, ACCA, CIMA etc. with at least 4 years‘ post qualification working experience gained from a reputable private or public sector organization and experience in preparing final accounts and application of International Financial Reporting Standards or international Public Sector Accounting Standards. Working knowledge of Public Sector Financial Management and knowledge of or working experience with the Public Finance Management Act 2015 is essential. A relevant Bachelor's degree from a reputable university is an added advantage.
