Chemonics International seeks an experienced Malaria Supply Chain Advisorforthe USAID Global Health Supply Chain ~ Procurement and Supply Management (GHSC~PSMi Program based in Kampala, 5 Uganda. The Malaria Supply Chain Advisorwill report directly to the Technical Director and will provide technical support to, and liaise closely with the Ministry of Health (MOH) and other counterparts to ensure malaria commodity availability and security in Uganda.

Principal Duties and Responsibilities

  • In coordination with other GHSC-PSM staff, provide support for procurement of all malaria commodities/products.
  • Provide oversight in the management of the pipeline of malaria commodities.
  • Participate in policy review, forecasting and quantification, supply planning as well as commodity security meeting and ensure that decisions that affect malaria commodities and well documented and promptly communicated to the relevant authorities including NMCP, PSM and PMI
  • Build the supply chain management capacity of the NMCP, particularly around the use and quality of data for decision-making, including stakeholder coordination, performance monitoring, reviewing of methodology for national quantification of malaria commodity needs
  • Regularly report on stock status and pipeline of malaria commodities, health facility performance especially regarding the security of malaria commodities and malaria case management. in coordination with other GHSC-PSM staff, provide support for procurement of all malaria commodities/products. ,
  • Coordinate the malaria annual national quantification activity,§ including reviewing the methodology for quantification of malaria l commodity needs; coordinating data collection, cleaning, and: analysis: and documenting and sharing assumptions. =
  • Regularly report on stock status of malaria commodities and iiealih facility performance, especially regarding the security of malaria commodities and malaria case management. ,
  • Assist the NMCP with drafting and submitting commodity procurement requests for USAID-funded malaria commodities and in monthly malaria commodity distribution planning to ensure health facilities have sufficient stock to meet patient needs.
  • Support ongoing improvements in supply chain data generation, collection, processing, storage, and utilization, and ensure that reports are prepared, shared, and used for decision~making.
  • Assist NMCP in the analysis of malaria logistics and case data to improve data consistency in the logistics management information system and the health management information system :
  • Provide technical assistance to NMCP in collaboration with QPPU in conducting and measuring performance monitoring and supervision activities at the health facility and regional medical store level :
  • Assist with preparing NMCP funding proposals (e.g., Global Fund grants, PMl MOP and DFID Business Plan), annual work plans, quarterly and annual reports, activity reports, and other related communications.
  • Regularly report on stock status ol malaria commodities. us woll as health facility performance in security related to malaria cornmodrties and malaria case management.
  • Assist with End Use Verification (EUV) exercises, ensuring that MOH/QPPU staff is cognizant of data collection methodologies‘
  • Assist with preparing PSM annual work plans, quarterly and annual reports, activity reports and other related communications.
  • Provide and/or organize technical assistance and training for MOH/QPPU staff across all levels in malaria commodity management.
  • Collaborate with other members of the GHSC-PSM team focused on capacity building and MlS to have a harmonized approach to ensuring MOH/QPPU staff are equipped with the skills to address malaria supply chain needs Perform other duties as required and assigned.

Required Skills and Qualifications

  • Our ideal candidate is someone who exemplifies leadership, integrity, and diplomacy and brings demonstrated and proactive problem-solving skills.
  • Masters degree in a field related to logistics/supply chain management, monitoring and evaluation, pharmacy, public health, or health management required
  • Minimum seven (7) years of relevant work experience. Specific experience in all aspects of malaria supply chain management. including but not limited to procurement, quantification, supply planning and forecasting, as well as knowledge of public health elements associated with malaria required
  • Experience and familiarity with monitoring and evaluation for systems performance, process improvement, and data management strongly preferred
  • Experience conducting capacity building. on-the-lob mentoring. or continuous process improvement programs preferred
  • Donor-funded field experience (e.g., Global Fund, USAlD, DFlD, WHO, World Bank) desired (including long-term overseas positions or extended short-term engagements)
  • Experience building effective relationships with cooperating partners and stakeholders, especially government counterparts at national and regional levels.
  • Proficiency in STATA, SPSS, GIS, or other data analysis software and familiarity with database and spreadsheet queries, formulae, and graphical presentation of data
  • Demonstrated ability to achieve results in dynamic, high-pressure environments
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment.
  • Demonstrated leadership, versatility, and integrity.
  • Excellent written and spoken English skills.
