The AIDS Support Organization (TASO Uganda), was founded to contribute to the process of preventing HIV infection, restoring hope and improving the quality of Life of persons, families and communities affected by HIV infection and disease. TASO has received a 5-year CDC-PEPFAR Grant to implement accelerated HIV/AIDS epidemic control activities through a Health Systems Strengthening approach in Soroti Region, covering B districts oi Soroti, Kaberamaido (Cluster 1), Katakwi, Amuria (Cluster 2), Serere, Kumi, Bukedea and Ngora (Cluster 3). in addiuon, TASO will be implementing accelerated HIV/AIDS epidemic control activities through a Health Systems Strengthening approach in Masaka and Kalungu districts, as a Sub-recipient under the Masaka Region Rakai Health Sciences Program (RHSP) Consortium funded by PEPFAR through CDC. in pursuit of such intentions, TASO invites applications from qualified, dedicated‘ competent, innovative and results-oriented persons for employment on a contract basis for the posts below;

JOB TITLE - REF : TS/HR/ SORP 09: MATERNAL NEWBORN AND CHILD HEALTH (MNCH) ADVISOR

Classification 1 Contract full time
Reports to : Prevention, Care and Treatment Manager
Salary : Commensurate with training and experience
Duty Station : TASO - Region Office Soroti
Supervises : Cluster P.0. EMTCT/EID

Main Purpose of the Job ;
The Maternal, Newborn and Child Health Advisor will provide strategic and technical support in the areas of Maternal, neonatal and child Health (MNCH), Elimination of Mother-to E Child Transmission of HIV/Early Diagnosis (EMTCTI EID), Nutrition Assessment and Counselling Support (NACS) E to the regional and district level project teams and health facility personnel. S/he will support the implementation of EMTCT/EID, MNCH and NACS services in the Cluster Areas in Soroti Region. S/he will spearhead mentorship and supervise 5 distinct iron line health workers in both technical aspects of maternal and child health (MCH), elimination of mother to E child transmission of HIV (EMTCT) and in professional health care delivery. The major roles include coordinating trainings, providing mentorship, supporting documentation and reporting related to MNCH and EMTCT.

  • Implementation oi MNCH, EMTCTIEID and NACS activities conducted
  • Annual work plans in the areas of MNCH, EMTCT/EID and NACS Services developed
  • Technical assistance in the development and use of technical policies and guidelines related to the improvement of MNCH, EMTCT/EID provided
  • MNCH technical working groups attended
  • MNCH, EMTCT/EID and NACS activities monitored
  • Regular reports to the Prevention, Care and Treatment Manager and the programmatic and technical personnel provided
  • Sharing ot best practices and lessons learned with key stakeholders promoted;
  • integration of MNCH, EMTCT/EID and N/-\CS with the other technical areas ensured.
  • Early initiation of ANC (at least by 12 — 14 weeks) by pregnant women through Community mobilization promoted.
  • Re-testing tor HIV negative pregnant women during antenatal, labour and post-natal in line with national guidelines promoted
  • Couple/ partner HIV/STI testing and counseling tor all young women promoted
  • Safer sex for discordant couples, dual protection; and prioritization for treatment promoted
  • Provision of STI treatment to young women and their partners promoted
  • Adolescent. friendly Sexual Reproductive health services. targeting adolescent girls and young women age ill-24 years established

Minimum Academic Qualifications

  • A Diploma in Clinical Medicine and Community Health " and a Bachelors degree in Social Work and Social Administration; or a Bachelors degree in Public Health, Medicine or a related field with Training in elimination of mother to child transmission Option B+

Required Experience and Skills

  • At least 5 years’ experience in HIV/AIDS programming, preferably with PEPFAR-funded projects.
  • Knowledge and understanding ot maternal and child health issues especially goat oriented ANC
  • Report writing skills and basic knowledge of Microsoft word, Excel and power point packages.
  • Attention to detail, especially regarding data accuracy.
  • Team player, management and supervisory skills.
  • Good communication skills, including making oral presentations
  • Sensitivity of cultural differences and understanding of the political and ethical issues surrounding HIV and EMTCT services
  • Ability to work with others and maintain compatibility among project staff, subcontractors, consultants and the community leadership.
  • Ability to manage projects, set priorities and plan for the successful implementation of programs.
  • Ability to work with minimum supervision, team player with drive as an initiative
  • Program management experience with implementation oi EMTCT/EID and MNCH program
  • Familiarity with decentralized public health systems.
  • Willingness to work in viral settings
