Protecting Families against HIV/AIDS (PREFA) is an indigenous Non-Governmental Organization (NGO) that was formed to contribute to Uganda’s efforts in enhancing access to quality HIV/AIDS prevention, care, treatment, and support services to families with a historical focus on Elimination of Mother-to-Child Transmission (eMTCT) of HIV. PREFA has expanded her efforts to improving acceptable and sustainable Sexual Reproductive Health Services and interventions against Commercial Sex Exploitation of Children (CSEC). Funding is from Centre for Disease, UKaid, Terre des Homme Netherlands (TDH-NL) and Girls’ Advocacy Alliance (GAA).

PREFA is currently looking for candidates to fill the following positions;

Reports to: Programs Director
Liaises with: Program staff, Ministry of Health Team and health facility teams.
Supervises: Monitoring & Evaluation Officers, Monitoring & Evaluation Assistants
Duty Station: Head Office, Kampala
Start Date: Immediate
Duration: Six months initially

Job Summary:

The Monitoring, Evaluation and Learning Manager is a member of the PREFA SMT and they oversee the design and implementation of monitoring, evaluation and reporting systems to ensure PREFA partners are provided with appropriate data supportive of government program and donor reporting requirements.

Key duties and responsibilities:

1. Functional Monitoring & Evaluation System

  • Ensure development, modification and implementation of monitoring and evaluation systems, policies, procedures and tools.
  • Ensure all programs/projects have performance monitoring plans to track progress so that milestones, deliverables and objectives are met in time.
  • Develop Monitoring & Evaluation frameworks for all programs/projects that indicate objectives, inputs, outputs and outcomes as well as indicators that will be used for measurement.

2. Planning and budgeting

  • Contribute to the development of project work plans, district specific work plans and budgets.

3. Reporting

  • Ensure timely and accurate data collection and entry into national Health Management Information Systems and PREFA databases.
  • Lead the design and implementation of Quality Assurance protocols and guidelines for implementation of PREFA programs.
  • Oversee the dissemination of project results, successes and promising approaches to local, national, regional and international platforms, donors, partners and other stakeholders for collaborative learning.
  • Ensure programs are periodically monitored through program activity audits so that any flaws are reported in a timely manner for decision making.


4. Evaluation

  • Evaluate the implementation of programs from the data generated, and make necessary recommendations to ensure attainment of PREFA strategic objectives.

5. Capacity building

  • Designing and implementing mechanisms for continuous learning, collaboration, and adaptation for project staff and partners


6. Grants Proposal writing

  • To contribute to the generation of PREFA’s unrestricted income through grant proposal writing and other income generation activities spelt out by PREFA.

7. Operation Research

  • Lead the design and implementation of the project’s research activities, including operations research, performance evaluations, impact evaluations and/or rapid/special studies. Lead efforts to identify key research questions and develop studies that test innovative strategies for addressing improving the quality and uptake of key services by targeted populations.

Qualifications, Skills, and Experience:

  1. Master’s degree in medicine, statistics, demography, and epidemiology or other relevant discipline, including monitoring and evaluation and public health. Bachelor’s degree in medicine, statistics, demography, epidemiology or other relevant discipline, including social sciences and public health.
  2. A minimum of five years of professional experience working in HIV/AIDS prevention, care & treatment.
  3. Hands-on experience in working with the national health information systems at the district and national level. Previous experience in electronic health/medical records (EHR/EMR) especially DHIS2 preferred, Broad knowledge and understanding of current M&E issues and developments in the field of HIV/AIDS and especially PMTCT, ART and HCT.
  4. Excellent working knowledge of major databases and analytical programs including, MS access, MS excel, STATA, SPSS and Epi Data.
  5. Excellent verbal communication and writing skills.
  6. Willingness to work and travel in rural settings in Uganda.
  7. Computer literacy in Microsoft word, Power-point, Excel and Internet.
