Partnerships Manager Job Description The Partnerships Manager is responsible for technical leadership and oversight of activities under objective one: increased incomes of youth working in agricultural value chains and Objective two: improved skills and competencies of youth in their designated region. This will include implementing activities that support technical and soft skills development at all age levels (primary, secondary, and vocational as well as address the needs of out-of-school youth with a specific emphasis on reaching young women

The activities will include organizing opportunities through the interaction of both objectives for increased incomes. Incomes will largely be drawn from value chain development- driven job creation by starting with market demand and working backwards to build the technical and entrepreneurial skills to meet workforce demand. The Partnership Manager will identify partnerships to pilot, test, and refine best practices in technical, entrepreneurial, and workforce readiness skills training, mentoring, and practice.

The Partnerships Manager will work with potential partners to pinpoint which skills are in demand in each district and which sectors can support a productive youth labor pool. S/he will then examine the human, social, financial, and physical capital-related constraints that youth encounter entering the workforce and design interventions through partnerships to overcome these constraints.

Principal Duties, Responsibilities and Deliverables
The overall purpose of this role is to provide technical assistance on the identification, design, and implementation of strategic partnerships between private and public sector actors aimed at increasing income and promoting employment of youth working in agricultural value chains in their area of operation while improving skills and competencies of youth, especially women. More specifically, the Partnerships Manager will:

  • Facilitate partnerships that increase access and adoption of technologies to improve agricultural productivity by youth. Coordinate with private sector partners and their agents to finance and promote on-farm appropriate technologies.
  •  Facilitate actors to provide private sector market driven technical skills development services. Review existing business development and training models that are age and gender appropriate and can be incorporated into YLA interventions.
  • Develop, harness and facilitate increased employment opportunities along the value chain.
  • Broker and leverage productive relationships that result in increased access to various financing mechanisms by youth
  • Design and promote “resource bundles" for youth farmers, where youth are supported to access agro-inputs, training, financing, and market linkages.
  •  Identify and leverage partnerships that enable youth to access timely and appropriate market information. Develop and monitor partnerships to implement extra~ and co-curricular activities at the primary and secondary school level to help students and out-of-school youth develop practical agricultural skills.
  •  Develop and nurture relationships between business, technical, vocational education and training (BWET) centers, the private sector, and youth leaders to identify priorities and common areas for collaboration.
  • Engage and support local youth organizations and identify other areas of youth leadership and social entrepreneurship opportunities in their communities
  • Conduct monitoring evaluation and learning to track performance, measure the attainment of results and provide evidence that enhances collaboration, learning and adapting of the key components of this activity.
  • Perform any tasks assigned from time to time in line with overall purpose of the role and YLA objectives.

Location of Assignment
The location of assignment will be in one of the four (or others if later determined) Activity regional offices in Gulu, Mbale, Masindi or Mubende.
