PEAS (Promoting Equality in African Schools) is a UK based charity/social enterprise with a mission to ‘expand access to sustainably delivered, quality secondary education across Africa’. PEAS establishes and operates low—cost secondary schools in Uganda and Zambia in areas where access to quality secondary education is limited due to cost and geographical baniers. PEAS’ interventions are built upon 3 pillars of education impact; Access, Quality and Sustainability. Since opening its first schools in 2008, the PEAS network has grown to 30 schools, and we are currently educating over 13,000 students PEAS has a small team of about 10 people in London who provide fundraising, programme and management support to the country teams. PEAS Uganda has about 50 staff at the Country Office team and over 600 staff working in the network schools. PEAS Uganda is seeking to urgently fill the following vacancy.

Position: Procurement & Logistics Officer
Report to: Deputy Country director operations

Role Summary: To promptly and effectively conduct procurement activities with the highest standards of efficiency and integrity.
Key Responsibilities of the role:
LOGISTICS:

  • Manage and coordinate all logistical operations including fleet management, procurement and supplies
  • Ensure that the PEAS transport fleet are secure, well maintained, safe and fit for travel at all times.
  • Supervise, manage and motivate the logistics team, ensuring they have clear job Objectives
    VEHICLE MANAGEMENT AND MAINTENANCE:
  • Ensure PEAS vehicle management policies and procedures are implemented and followed
  • Manage and coordinate all PEN vehicle deployments to schools (fuel consumption, planning movements, accident reports, insurance etc.)
  • Ensure regular maintenance and servicing of all PEAS vehicles and ensure an appropriate repair process
  • Ensure that security and safety procedures are understood and strictly adhered by all staff and visitors


PROCUREMENT MANAGEMENT:

  • Ensure that all procurement is done in an appropriate and transparent manner as per PEAS policies, procedures and donor requirements
  • Ensure logistics team liaise effectively with other departments in proposal development and procurement planning so that requests can be anticipated and inputs delivered in a timely manner
  • Assess and obtain the best prices as well as quality goods and services
  • Ensure that the monitoring of items ordered are updated on a daily basis; establish and maintain an efficient and effective information management system
  •  Manage supplies and stock controls effectively

Person Specification
Experience and Qualification

  • Education: Graduate degree in Procurement, Logistics, Supplies Management from a recognized institution
  • Masters in a relevant field shall be an added advantage.
  • Must have a minimum of4years' experience in logistics and supply chain management relating to these groups
  • Experience of logistics, procurement, stock control, and distribution of goods
  • A clear understanding of procurement ethics and donor compliance
  • Experience in budget and financial management

Skills, Knowledge and Personal Attributes:

  • Strong written and oral communication skills, excellent interpersonal, and organization skills
  • Strong negotiation, and problem solving skills
  • High level of integrity and independency
  • Ability to guarantee confidentiality of vendors/suppliers’ specifications and price quotations.
  • Computer skills in MS Office
