Background
The Uganda National Roads Authority has received funding from the World Bank to undertake road development for the Albertine Region and to strengthen UNRA's internal capacity in safe guards management during road improvement cycles and intends to apply part of the proceeds for recruitment of Project Management Specialists (No.2).

The main purpose of the assignment is to undertake project management on the various projects UNRA! The Employer may assign to him/her and shall provide capacity building and knowledge transfer to UNRA staff through training, workshops, and seminars. The Project Management specialists will be part of the Project Team working on the implementation of the ongoing and new projects that are yet to be initiated.

Under the supervision and coordination of the Director Roads and Bridges Development, she/he would be responsible for the specific contract/project management activities needed for program implementation in general and that if the World Bank financed projects. The Contract! Project Management Specialist would carry out the tasks detailed below.

The duration of the assignment is one (1) year renewable upon satisfactory performance up to a maximum of 3 years.

The Uganda National Roads Authority (UNRA) now invites eligible and qualified candidates to apply for the position of Project/Contract Management Specialist.

Scope of Services/Assignment
The scope of services of the Contract Project Management Specialist will include, but not limited to the following:

  • Plan and set performance benchmarks for the road development department in line with the strategic plan and statutory performance agreement;
  • Supervision of road upgrading/rehabilitation projects in line with the projects management guidelines;
  • Develop a system of Performance assessment and rating of contractors and consultants in line with contracting guidelines;
  •  Review Value Engineering of major changes in design, scope and construction methods and make appropriate recommendations;
  •  Quality management of upgrading works as per specifications and international best practices;
  • Cost control of upgrading projects/new projects in line with the approved budget:
  • Review designs, special specifications and bidding documents for contracting purposes in line with design standards;
  • Carry out performance assessment and rating of contractors and consultants in accordance with the UNRA contract evaluation tool and best practices;
  • Review the Contract Administration Manual and Propose necessary improvements updates.
  • Plan and implement a system of managing risks on upgrading/new road projects and develop risk mitigation measures;
  • Carry out quality and cost management of upgrading works in line with set standards, best practice and contract financing agreements;
  •  Undertake Capacity Building Training and Knowledge transfer to UNRA staff.
  • Undertake a situation Analysis on UNRA’s business processes and propose/develop improvement interventions.
  • Participate in Contracts Claims Management.
  • Attend period site inspections, and progress review meetings.
  • Review and standardise UNRA reporting formats and propose Improvements.
  • Review UNRA typical Terms of Reference for Design Review and Construction Supervision Services and propose necessary amendments.
  • Undertake periodic Quality Audits on UNRA projects, through reviewing the Quality Assurance Control Plans presented by the Contractors and Monitoring their compliance.

Qualifications and Experience

The Project Management Specialist should have the following qualifications and experience:

  •  A registered professional engineer with a minimum qualification of a degree in Civil Engineering. A Master’s Degree in a relevant field shall be an added advantage.
  • Minimum fifteen (15) years of relevant working experience, of which 7 (seven) shall be of continuous experience in Project/ Contract management at a senior level on road construction projects.
  • Good knowledge of standard procurement methods and procedures. Specific knowledge and experience in World Bank procurement procedures and documentation will be an added advantage;
  • Knowledge of FIDIC MDB Conditions of Contract for Construction is a MUST
  • Experience in training, capacity building and setting up contract management systems in a new organisation will be a distinct advantage;
  • Computer literacy and competence, Microsoft Word, Project, Excel, Access, Power Point;
  •  Proven ability to work and interact with people from diverse, professional, social and cultural backgrounds;
  • Fluency in written and spoken English. ~ ix, Excellent analytical skills and report writing.
  • Experience in Developing Countries is of Added advantage

Other Requirements:

  • Excellent planning, organising and writing skills;
  • Strong management skills, particularly ability to provide strategic direction and technical supervision,
  • Excellent communication skills, ability to work in multicultural environments, and ease in interpersonal relationships;
  • Reliable and responsible personality and capacity to work under demanding professional circumstances and in an international environment:
  •  Excellent coordination and negotiation skills; vi. Excellent organizational and record keeping skills;
  • Experience in dealing with senior business executives and government officials;
  • Good team player while being independent and able to work autonomously

References
Verifiable references and membership of professional organization(s). Previous work experience in projects funded by the World Bank or other development partners/donors would be a strong advantage.

Performance criteria
The performance of the Project/Contract Management Expert will be evaluated quarterly. The criteria used to measure his/her performance will be against the achievement of Key Result Areas as stated in the Key Responsibilities.

Reporting
The consultant will report to the Director Roads and Bridges Development in performing this assignment.
