Background:
The mission of the Infectious Diseases Institute (IDI) is to “Strengthen Health Systems in Africa with strong emphasis on Infectious Diseases through Research and Capacity Development”. With funding from Centers for Disease Control and Prevention (CDC/PEPFAR), IDI is the lead implementing partner for comprehensive HIV/AIDS services in the West Nile.

Regional Programme Manager- West Nile (Duty Station -Arua)

General Summary:
He/she will oversee all aspects of the Programme including technical, financial and administrative oversight; as well as monitoring, evaluation and reporting functions in line with the donors, Government and IDI’s policies and procedures.

Duties and responsibilities:

• Provide leadership and technical and management responsibility for Project implementation, including staff and project activity supervision.
• Manage quality and timely reporting to the donor and other Project stakeholders.
•  Develop work plans, budgets and narratives as required.
•  Take lead in all activities related to USG transition of activities/services for the West Nile region in line with funders and MoH guidelines
• Managing sub-granting contracts with districts and ensuring that the terms and conditions of MoUs/financial agreements are complied with.
• Take lead on District Led Programming activities in line with the expectations of the funders and other stakeholders.

Person specifications

• A Bachelor's Degree in Medicine and Surgery (MBChB) from a recognized university and an Advanced Degree in Public Health or a related health field.
• A post graduate diploma in Project Planning and Management will be an added advantage.
•  A minimum of four years of successful management of public health/Health Systems strengthening/ HIV & AIDS projects.
• Demonstrated familiarity with the functioning of the decentralized Local Government System of Uganda.
•  Knowledge of PEPFAR/US Government programming policies and procedures
