The Ministry of Gender, Labour and Social Development (MGLSD) of Uganda, through its Programme Management Unit (PMU) is implementing Phase two (ESPN) of the Expanding Social Protection (ESP) Programme. The goal of ESP is to reduce chronic poverty and improve life chances for poor men, women and children in Uganda. The programme aims to embed a national social protection system, including social assistance for the poorest and most vulnerable, as a ; core element of Uganda's national planning and budgeting processes. MGLSD through PMU seeks to recruit competent and well-motivated persons to fill three vacant positions in the Expanding Social Protection (ESP) Programme. The positions are contractual, running for a period of 3 years.

Position 2: SAGE Operations Coordinator
Reports to: Head at PMU

Responsible for: Field Operations, MIS, Capacity Building and District Liaison teams.

Role definition: Develop, review and monitor the implementation of the strategies for the delivery of Senior citizens grants under the ESP II PMU in line with the Project Plan and Management Policies.

Key Result Areas

  • Design and monitor strategies for the implementation of the delivery Of the Direct income Support (DLS) programs in the implementing Districts in the country.
  • Develop, implement and monitor the Project strategies, plans, budgets and work plans for the DIS Scheme operations.
  • Develop, review and monitor the strategies for the implementation of the DIS financial management and accountability policies and procedures.
  • Design and implement strategies for reviewing and approving requisitions for SAGE related logistics and procurement.
  • Develop, implement and monitor systems for the management performance regional technical units, cooperating partners and contracted payment service providers.
  • Designing and implement strategies for the engagement and collaboration with Project partners and stakeholders in a bid to build a data base for program targeting.
  • Design and implement strategies for community mobilization and advocacy for DIS interventions in the region
  • Develop and implement strategies for carrying out training, providing technical assistance and developing capacity of relevant key stakeholders in line with Project guidelines
  • Develop and implement strategies for the management of performance of business units and staff within his/her area of jurisdiction.

Education Requirements

  • Honours degree in a Business Management and Social sciences
  • Post graduate qualification in Project Monitoring and evaluation or financial management
  • Master's degree in a relevant field an added advantage

Work Experience: A minimum of 5 years’ experience in community programing or development. Experience working with governments, nongovernmental organizations and/or research institutions, in Uganda. Knowledge in managing cash transfer programs will be preferred
