USAID funded Uganda Health Supply Chain is a five year program supporting the Government of Uganda's S health system to improve the availability and accessibility of essential medicines and health supplies (EMHS).The expect results of are to: 1) strengthen national polices and strategies and support cost-effective, equitable, and transparent utilization of EMHS resources; 2) strengthen country capacity for effective management and utilization of EMHS; and 3) increase availability and access of EMHS among priority populations

Reports to: Commissioner Health Services (Planning and Policy) MOH and senior Technical Advisor, Health Financing (MSH)

Overall Position Responsibilities

The resource tracking advisor will provide assistance to the Ministry of Health (Planning and Policy Department) in harmonizing implementation of strategies tor resource tracking within the health sector to ensure information available is available and used for decision making within the health sector.

The resource tracking advisor will be instrumental in the implementation of the National Health Accounts and roll out of the Financial and Commodity Tracking System (FACTS) and coordinating with other stakeholders implementing resource tracking to ensure information use.

S/he will assist in the coordination of other stakeholders implementing resource tracking activities and will plan coordination activities.

Qualifications

  • Master's Degree in Economics, Quantitative Economics, Statistics, Planning, Finance, information Systems and Public Health. Post graduate qualification in health economics/health financing will be an added advantage
  • A minimum of 5 years ‘experience with significant experience in planning and implementation of resource tracking mechanism such as National Health Accounts, National AIDS Spending Assessment, Public expenditure Tracking system
  • Strong analytical, planning and organizational skills including demonstrated ability to work independently and within a team
  • Experience interpersonal skills, communication skills, both oral and written

  • Knowledge of Uganda's health sector
