The international Water Stewardship Programme (IWaSP) is looking for a national Technical Advisor to develop the capacity of UWASNET with regard to integrated water resources management.

Background
The proliferation of water crises is the biggest global risk facing countries and industries (2015 World Economic Forum Global Risk Report). In many developing and emerging economies, water-related risks, such as floods, shortages and pollution, are creating a rising tide of increasing business risks for companies, threatening their profits, supply chains, investments and reputations. These risks are also having massive impacts on communities and governments, threatening broader socio-economic development.

New partnerships among governments, companies and communities must be forged to address these threats effectively. in response, the International Water Stewardship Programme (IWaSP) has been set up as a €l8m programme operated by GIZ, to promote corporate water stewardship and multi-stakeholder collective action for water security.

IWaSP develops and utilizes cutting edge approaches and tools enabling partnerships to assess and manage water risks it is initially focusing on watersheds in several African countries. IWaSP has been operational in Uganda since "2013 and is implementing several successful partnerships. in Uganda, integrated Water Resources Management (IWRM) is spearheaded by the Ministry of Water and Environment generally, and the Directorate for Water Resources Management (DWRM) specifically. in 2006, the MWE introduced the new stakeholder-driven catchment-based IWRM approach. While much progress has been made since then, certain gaps in civil society capacities have been identified.

In an effort to strengthen said civil society capacities in integrated water resources management and water stewardship, IWaSP plans to support the Ugandan Water and Sanitation CSO‘s Network (UWASNET). UWASNET is a national membership organization, registered as a civil society organization. its main objectives are to build and strengthen the capacity and governance structures of member civil society organizations, to influence the water and sanitation sector reforms through the greater involvement of civil society organizations in decision-making and policy implementation, provide a platform for diverse voices from CSO's and to monitor government commitment to further citizen. rights. UWASNET currently counts around 250 registered members

Responsibilities
GIZ IWaSP in Uganda is currently looking for a national expert to develop the capacity of UWASNET, its member organizations and potentially the districts (through the Water Management Zones) in the formulation and implementation of their integrated water resources management (IWRM) portfolio. This expert will also work closely with the Advisors at the different Water Management Zones of MWE/DWRM across the country.

Tasks
Specific tasks include, but are not limited to:

• Build the capacity of the members of UWASNET in IWRM and Water Stewardship (WS)
• Support civil society involvement and engagement in already existing and new IWaSP partnerships
• initiate and/or support the establishment of Water Stewardship partnerships with in targeted districts, as well as train interested UWASNET members in supporting said partnerships; with a special focus on community representation and collaboration with the private sector
•  Support the civil society mainstreaming in bilateral GIZ Water Programme
• Support formulation of UWASNET's IWRM and Water Stewardship strategy, outlining priorities and action areas for the next two (2) to five (5) years
• Lead the elaboration of various training modules and communication materials for the different target groups (UWASNET) and its member organizations, districts, ministries)
• Support the UWASNET thematic working group on IWRM issues (this thematic working group currently counts 25 members), potentially establish communities of practice at national and district level in order to further foster dialogue at both local and national level
• Lead and support the compilation of a database with IWRM/Water Stewardship experts (individuals and organizations) in Uganda and the broader region, including location and type of activities (if applicable)
• Lead the compilation of a database and a mapping of the status quo of IWRM activities across Uganda, with a special focus on best practices, including drafting case studies after assessing the already on-going efforts to document best practices on IWRM in Uganda (in coordination with MWE/DRWM)
• Plan and execute awareness creation measures in order to promote best IWRM practices at village/town/company and district levels
•  Periodically report to UWASNET and its members about government priorities and activities in the realms of IWRM and Water Stewardship, and support CSO and IWRM advocates in developing accountability mechanisms to the same end
• Initiate innovations in IWRM by demonstrating good practices, raising awareness on sites, as well as establishing exchange. with other countries (such as Kenya and Tanzania) to learn about other best practices
•  Support to policy formulation/ review/ dissemination by both UWASNET and MWE

Required Entry Qualifications and Competencies
Formal Education

• University degree (minimum Msc or MA) in an area related to the programme objectives -e.g. in water resources management, geography with focus on water, sociology, environmental sciences and/or water supply.

Professional Experience

• At least seven (7) years working experience in any of the above mentioned sectors on relevant topics in a public institution, NGO, CSO or other relevant organisation
• At least five (5) years working experience either in an NGO or CSO on water resources management or with a heavy focus on civil society engagement, including profound knowledge of, amongst others, community representation and awareness creation
• Profound and proven knowledge of the Ugandan water Bi sanitation sector
• Solid understanding of the food/energy/water Nexus

Other Qualifications

• Experience/knowledge regarding climate change, EIAs and private sector engagement is a plus
• Experience / knowledge regarding knowledge transfer and capacity building is a plus
• Work experience with private sector is an advantage
• Good working knowledge of computer applications
• Excellent oral and written skills in English, as well as proven communication skills Reports to:
