Job Title: Head of Programme
Reports to; Country Director

Purpose of Job:
The purpose ofthe Head of Programme posifion is to coordinate programme and project activities, achieve programme objectives and maximize synergy.

The Head of Programme is part of the management team at the country olfice and has joint responsibility with the Country Director for strategic development and fundraising.

The Heed of Programme plays a key role in quality assurance and smooth implementation of the country programme.

The Head of Programme has the responsibility for management of the programme team, delegates work and ensures that policies, formats, procedures and systems are known and implemented correctly.

The Head of Programme is overall responsible for meeting internal & external deadlines.


People Management

  • Supervise and manage the Programme Team, through mentoring, dialogue and capacity development.
  • Ensure deadlines are met and procedures (policies, guidelines and fomats inclusive of risk management) are followed.
  • Plan and prioritize work in the Programme team and ensure clear division of labour between employees on the team.

Management Team member

  • Member of the country office management team and acting country director when delegated.
  • Contribute to development of strategies, policies and annual planning.

Programme and project planning, implementation and finalisation

  • Overall responsible for the timely implementation of the Country Programme in accordance with the DCA Programme and Project Manual.
  • Support and supervise project employees in country programme and project planning, implementation and finalisation, with a specific focus on quality and teaming.
  • Ensure implementation of crosscutting commitments (Gender, RBA, Religion and Development etc.) and synergy within the country programme and across projects.

Humanitarian Action

  • Ensure proactive humanitarian response capacity through direct implementation and working with partners -specifically on cash transfer capacity and use of mobile technology, and that humanitarian projects are implemented rapidly to Save Lives.
  • Where possible ensure link to development activities in the Country Programme.
  •  Be focal point for Core Humanitarian Standards in the country office
  •  Ensure DCA participation in UN clusters and response network.

Networking, Advocacy and lobby

  • Actively participate in relevant networks, including the ACT Alliance and the ACT Forum Nationally/Regionally, working groups, donor meetings etc.
  • Support and supervise project staff's active engagement and contribution to DCA global advocacy as well as partner's advocacy efforts as per Country Programme objectives and DCA international Strategy.

Fundraising/Proposal Development

  • in close cooperation with the global funding officer lead the programme team in developing innovative and relevant project ideas/proposals, which respond to community needs and donor interests.

Programme Budget! Financial management

  • With input from the finance team, ensure programme/project budget consumption is on track, regularly updated and reflect strategic programme decisions,
  • Monitor programme financial consumption in collaboration with POs and FO,

QUALIFICATIONS, SKILLS AND EXPERIENCE

  • Master's degree in development studies, peace and reconciliation, emergency response or a related field.
  • At least eight years of relevant experience at senior management level.
  • Thorough theoretical and practical experience managing development programmes within the sectors of Right to Food and Active Citizenship.
  • Experience with direct implementation in humanitarian response, including cash-based interventions and digital solutions.
  • Confined experience, both theoretically and in practice, in project cycle management, mainstreaming gender equality, applying rights-based approach and promoting accountability mechanisms.
  • Broad working knowledge and experience of advocacy and networking.
  • Excellent interpersonal and communication skills, and experience in working with partners — both civil society and private sector.
  • Strong analytical skills and capacity for strategic planning.

TERMS AND CONDITIONS
The position is a 2-year management position with possibility of extension into an open-ended contract. Terms and conditions are according to the Staff Manual for DCA Regional Offices.
