ACODEV is a regional NGO that was founded in 2003 and runs integrated Community Development Programs in Public Health, Human Rights, OVC support, Livelihood and Grassroots Capacity Development programs including sub-granting for small grassroots organizations in East and now Southern Africa region.

With funding from USAID, ACODEV, in partnership with Catholic Relief Services (CRS) as the Prime, is implementing a S-year consortium Program: Sustainable Outcomes for Children and Youth (SOCY). The Program is designed to improve the health, nutrition, education and psychosocial wellbeing of orphaned and vulnerable children, as well as reduce abuse, exploitation and neglect among this population. It is expected to reach a minimum of 625,000 children and their caregivers within 101,500 households in 19 districts in central, south western and western Uganda. The program will improve outcomes for vulnerable children and youth by strengthening the systems that surround them; caregivers will have greater economic opportunities, which will increase their resilience and make them less susceptible to shocks; local government structures and C505 will be strengthened to provide services targeting the diverse needs of vulnerable children, and health and social service agencies will strengthen their coordination and referral systems to provide integrated care along the continuum of response.

SILC and Youth group formation are the key vehicles used to support the beneficiary groups. It is anticipated that for every household enrolled will have a minimum of one youth, making, approximately 100,000 Youth. 80% of these are expected to participate in SOCY Project activities. ACODEV provides Technical Assistance (TA) to the programs operations of consortium C505. It is against this background that ACODEV is looking for suitably qualified candidates to fill the vacancies below, to carryout vertical project activities, in the districts of: Central Region: Wakiso, Luwero & Hoima; Western Region: Kyenjojo, Kibaale, Sheema & Mitooma.

 

Job Title: Monitoring Evaluation Accountability & Learning (MEAL) Specialist

Reports to: Regional Programme Coordinator

Key Roles and lob Requirements
Working with technical officers in the process of developing regional Costed Monthly, Quarterly & Annual Detailedlmplementation Plans (DlPs) ensuring clear targets are set; Providing Technical Assistance to the M&E work of consortium CSO M&E officers and supervising M&E Officers of IPs in the districts of operation; Leading the process of rollout of the PDSA (Plan, Do, Study & Act) Model to documenting success stories/best practices and sessions learnt; Oversee OVC household data collection processes and data entry into the SOCY-MIS; Leading the process of consolidating Monthly, Quarterly & Annual narrative reports for the implementing Partner (IP) and CSOs; The MEAL Specialist will work closely with the Child Protection 8t Systems Strengthening Specialist to Support C505 and the Probation Officers and CD05 to: report through the OVCMIS; Supporting Technical Working Groups (TWGs) to analyse OVCMIS data, summarize SOVCC and support supervises reports and action plans to inform the Agenda for DOVCCs; and analysis of Local Government Capacity Assessment data to inform the development of Capacity Strengthening Plans (CSPs); Conduct Routine Data Quality Assessments(RDQA) and Participating in OVCMIS quarterly review meetings; Providing technical support to local governments and CSOs to implementation recommendations from USAID Site Improvement Monitoring Systems (SIMS)

Job Requirements
University degree in: Social Sciences, Statistics, Economics; with minimum of 4 years of documentation and reporting with a national or international NGO; demonstrable knowledge in database management, technical skills in qualitative and quantitative narrative report writing and presentation skills; knowledge of USAID Quality Improvement and M&E approaches and standards; photography and videography skills with ability to use and update all electronic media platforms.
