Post: Principal Human Resource Officer

Salary: EOC2
Reports to: Under Secretary
Terms of Appointment: Three (3) years renewable contract upon satisfactory performance


DUTIES/KEY FUNCTIONS
The incumbent will be responsible to the Under Secretary tor performing the following duties;

  •  interpreting various aspects of the current human resource policies, rules and regulations:
  • Providing staff guidance and counseling;
  • Assisting in preparation of draft estimates of expenditure and staff proposals;
  • Processing all appointments, confirmation, promotions, dismissals, retirements and transfers from the Commission and any other letters related to Human Resource Management;
  •  Managing the establishment and staffing control information systems;
  •  Administering the payroll and assessment of benefits in liaison with the Accounts Section;
  •  Coordinating staff appraisals, management development of training programmes;
  • Coordinating with all departmental heads on matters of Human Resource/ manpower planning, technical and professional training
  •  Managing information related to recruitment, personnel statistics and lob analysis
  • Compiling and submitting periodic performance reports pertaining to Human Resource Management
  •  Managing staff relations and welfare matters -Any other duties as may be assigned from time to time.

MINIMUM QUALIFICAHONS AND WORKING EXPERIENCE
Applicants should have an Honors Degree in either Social Work arid Social Administration, Human Resource Management, Public Administration and Management, Business Studies /Administration /Commerce (management /Human Resource Management option), Arts or Social Sciences or Development Studies or Management Science or any other relevant equivalent qualification with human resource management/personnel management as one of the course units from a recognized University/institution plus a minimum of a Postgraduate Diploma in Human Resource Management or Public Administration and Management.

Possession of a Master’s Degree in Human Resource Management or Business Administration (Human Resource Management option) or Public Administration and Management shall be an added advantage.

Applicants should have a minimum working experience of six (6) years of which should have been served in the field of Human Resource Management as Senior Human Resource Officer or Senior Personnel Officer level in Government or equivalent level of working experience from a reputable organization.

Applicants for post should have the following core Competencies: Human resource management, records and information management, managing employee performance, equal opportunities analysis, Results orientation, Ethics and integrity. interpersonal Communication and Computer Skills, ability to adapt to multicultural setting, innovation concerns for quality standards, technical, interpersonal skills, ability to coach subordinates, report writing skills, Strategic thinking, negotiation skills, team building, conflict management, self-management. policy formulation and development, change management and technical skills.
