The scope of work will include but is not limited to the following:-
a) Communication strategy and plan
i. Plan, develop, and implement the EASP communication strategy and
associated plan to support effective implementation of project activities for
the achievement of EASP targets for households, commercial enterprises,
female-headed households, refugees and refuge hosting districts, etc.;
ii. Work closely with the electricity Service Providers to prepare appropriate
communication strategies for the EASP.
iii. Develop a comprehensive communication framework to design and deliver
coherent and differentiated communications (information, education and
communication materials such as newsletters, fliers, social media
messages, etc.) for different target audiences, including refugees and
female project beneficiaries, among others.
iv. Conduct timely and accurate monitoring and evaluation activities to ensure
that the communication objectives are met, and the strategy is effective.
v. Undertake lessons learned review communication experiences and use the
findings to inform future engagements in the electricity sector.
vi. Prepare monthly, quarterly and annual performance reports.
b) Awareness creation
i. Work closely with UECCC and other government entities, marketing and
mobilisation consultants involved in implementation of the EASP to
disseminate knowledge, promote and increase adoption of grid and off-grid
electrification technologies, efficient appliances for cooling and productive
uses of electricity, and clean cooking technologies, by household,
commercial, industrial and institutional consumers, including public
institutions to facilitate achievement of the EASP targets.
ii. Support implementation of project activities aimed at creating awareness to
ensure behavioral change and support productive use of electricity, with
targeted messages for female consumers and female-led business owners,
and also address behavioral challenges for refugees and host communities
in switching from traditional fuels to grid, off-grid and clean cooking
technologies.
c) Contract management
i. Support MEMD in engagement and management of externally sourced
consultancies for the production of communication materials and delivery of
communication services. This will include the following, among others:
ii. Prepare the necessary Terms of Reference.
iii. Ensure that awareness creation and promotion activities relating to the
EASP are carried out in accordance with the contracts, within agreed
timelines and as per MEMD expectations.
iv. Ensure compliance with safeguards, fiduciary and other requirements for
awareness creation, marketing and promotion activities.
v. Prepare progress reports and updates as required.
d) Partnerships, media relations and events management
i. Build and maintain productive relationships with key sector stakeholders
and the media.
ii. Organize initiatives and plan stakeholder engagement events and press
conferences subject to clearance by the Ministry.
iii. Oversee the production of a range of communication materials for the
EASP.
iv. Prepare and edit articles, press releases and other advocacy materials
related to the EASP.
v. Prepare bi-annual project newsletters and magazines.
vi. Work closely with all staff of the EASP PCU and the PIUs.

1.4 Person Specifications
a) Qualifications

i. Bachelor’s Degree in Mass Communications, Public Relations or
Journalism from a recognized university;
ii. Masters’ Degree in Journalism, Public Relations or Communications;
b) Experience
i. At least eight (8) years of relevant working experience in the areas of
communications strategy development and implementation, journalism, and
public relations in reputable institutions;
ii. Demonstrable knowledge of key issues and stakeholders in Uganda’s
electricity sector;
iii. Prior experience working on donor funded projects will be an added
advantage;
iv. Experience in copywriting and editing.

Job Description
Organization Description
Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 40 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
The IRC began programming in northern Uganda in 1998 in response to mass displacement and devastation wrought by rebel group, the Lord’s Resistance Army. In 2002, the IRC expanded to the remote, conflict-affected region of Karamoja and in 2011, began working with refugees in Kampala. Monitoring the influx of South Sudanese refugees at the end of 2015, the IRC began scaling up its response to refugees arriving in the West Nile region. By promoting durable solutions that deliver on the interdependent aims of saving lives, strengthening institutions, and supporting social cohesion, the IRC in Uganda is laying the building blocks for long-term stability and development –bringing people from harm to home. The IRC currently works in 9 districts in Uganda, including Kitgum, Lamwo, Kyegegwa, Moroto, Kiryandongo, Yumbe, Arua, Kasese and Kampala.

Job Overview
Reporting to the Supply Chain Officer, the Supply Chain Assistant- Warehouse will be responsible for ensuring the overall care and maintenance of the Imvepi Pharmaceutical Warehouse. The Supply Chain Assistant-Warehouse must be able to rapidly turn Program materials around, whilst ensuring the security/ safety of the materials and maintaining audit-compliant records.

Duties and Responsibilities
• Understand, implement and maintain standard IRC inventory management policies and procedures.
• Manage and document the receipt, handling, storage, dispatch, transfer, return, and reporting of goods through the IRC ERP (Microsoft Dynamics 365-Integra).
• Advise the Supply Chain Officer of potential inventory shortages.
• Manage casual laborers in the warehouse.
• Ensure the maintenance of warehouse buildings, fittings and equipment.
• Implement and ensure clear safety procedures.
• Implement and ensure clear loading / unloading procedures, correct stacking and turnover (FIFO) procedures.
• Advise the Supply Chain Officer of warehouse-specific issues for improvements.
• Ensure the stores are clean and always organized.
• Maintain the Warehouse activity book recording all outgoing and incoming receipts and activities.
• Update as per IRC requirements, the Asset inventory list and expendable store inventory list and produce monthly reports.
• Goods Reception and Transport
• Assist in receiving all supplies.
• Keep an accurate and up-to-date record of the store contents and inward and outward movement of goods in the warehouse register or stock cards.
• Prioritize dispatch needs in conjunction with program.
• Prioritize road transport in coordination with the program department and field sites.
• Supervise truck loading and documentation follow up.
• Warehousing and Inventory
• Monitor security of IRC’s storage and supplies.
• Receive completed store’s request forms and prepare the goods for issuance.
• Ensure goods, equipment is signed for received on the request form (office expendables) or waybill (all other items).
• Prepare a monthly report for the expendables store outlining all stock movements and remaining balances.
• On a monthly basis, work with the Supply Chain Officer to reconcile the inventory records to ensure that the physical inventory matches inventory balances in the IRC’s ERP System; based on what stock received and issued.
• Update the stock record cards regularly.
• Conduct routine inventory inspection and submit report to the Supply Chain Officer in a timely manner.
• Compliance and Ethics
• Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.
• Identify and report Warehouse red flags.
• Implement internal and external audit corrective action plans (CAPs).
• Reporting
• Prepare and submit accurate timely standard weekly, monthly, quarterly, and ad-hoc Warehouse reports.
• Actively contribute to development and implementation of Global Supply Chain KPIs and Improvement initiatives.

Qualifications
• Diploma in Procurement and Logistics Management, a degree in similar field will be an added advantage.
• At least 2 years’ work experience in Warehouse Management.
• Knowledge in using Inventory Enterprise Resource Planning (ERP) software and experience in Managing Pharmaceutical Inventory is an added advantage.
• Physically mobile, able to lift 30kg without strain.
• Competent in spoken and written English.
• Good mathematical skills.
• Competent use of computers especially spreadsheets (format/sort/filter).
• Strong sense of personal integrity.
• Attention to detail.
• Strong supervisory skills.
• Ability to multi-task.
• Team spirit and problem-solving abilities.

• Lead the development of annual targets and indicators for the governance unit in liaison with IASL team. Guide the development of TORs for reviews and evaluation of governance programs Organize and undertake periodic program monitoring visits and facilitate learning
• Coordinate the management and monitoring of the project to track progress and changes in lives of the target beneficiaries Ensure the collection of evidence for policy influencing and campaign’s reporting mechanisms
• Make recommendations on changes on set unit strategies where necessary
• Ensure collection, and regular uploading of data on MIS for the governance unit
• Engage in and coordinate local, national and international policy advocacy and campaign work in line with AA theory of change, Plan, organize and participate in policy influencing governance related events and campaigns. Participate in relevant governance sector/ cluster meetings. Organize awareness raising events on relevant governance policy issues. Organize governance related campaigns. Attend meetings and for a at local, national and international levels related to governance.
• Coordinate the documentation, innovation and packaging of messages, stories of change, newsletter, results, impact and learning in line with Communication strategy and other AAU/I related guidelines. Guide the planning and development of advocacy messages and propose strategic guidance on the medium of communication.
• Lead the development and writing of articles and newsletters on Governance programming.
• Work with the regional Coordinators to develop innovative interventions to promote and sustain governance programs Contribute to the development of knowledge products of the governance unit
• Initiate, nurture and sustain strategic networks and alliances at all levels in line with AAU/I guidelines and frameworks, Periodically map and share formal and informal networks and coalitions on sustainable livelihood in line with AAU guidelines
• Identify, prioritize, nurture and contribute to the development of capacities of networks, alliances and coalitions in line with AAU/I capacity development guidelines.
• Identify new and strategic partnerships for networking and collaboration
• Provide feedback and monitor the implementation of agreed actions from networks and coalitions
• Respond to and follow up information requirements from networks, coalitions and alliances at all levels.
• Organize and participate in strategic actions and events within AAI federation, civil society, and citizen formations at the different levels
