Monitoring, Evaluation, Research and Learning (MERL) Advisor at VVOB
VVOB is an international NGO based in Brussels, Belgium, with programs in 10 countries. Our mission is to ensure quality education as a key enabler for achieving sustainable development goals. We provide technical assistance to governmental and other education actors to improve education quality worldwide.
Program Overview:
The Green LEAP program (2022-2026), funded by the Belgian government, aims to enhance teaching and learning in Uganda’s secondary schools, focusing on agriculture and entrepreneurship. The MERL Advisor will design and implement an improved MERL system, oversee research partnerships, and ensure data-driven decision-making.
Responsibilities:
- Lead the design and implementation of the MERL system, including indicator development and tool creation.
- Support research design, manage consultants, and ensure findings inform programming.
- Ensure data quality through robust systems, digital tools (e.g., Kobo Collect), and training.
- Foster knowledge sharing via conferences, policy briefs, and engagement with the Ministry of Education.
Workweek Highlights:
- Collaborate with global teams to standardize indicators.
- Guide research consultants and review protocols.
- Develop and pilot monitoring tools.
- Present findings at international forums.
- Train local staff on data collection.
Requirements:
- Ugandan nationality.
- Master’s degree in social sciences, statistics, or related field.
- 5+ years in M&E, preferably in education/youth employment.
- Experience with MERL tools, data software (e.g., SPSS, ODK), and research coordination.
- Strong English communication and interpersonal skills.
