Description:
The Country Director (CD) leads the LWR and IMA Uganda team to develop and execute high quality development and humanitarian projects in alignment with the agency strategic priorities in the health, livelihoods and economic development, and emergency response sectors. S/he plays a key role, working with other LWR and IMA departments, to link programs and partners with key stakeholders and reach agency-wide targets. The CD also has overall responsibility for ensuring that the office is efficiently and effectively managed. .

Duties:
Coordination and Representation:
• Develop and maintain strategic relationships with key actors (donors, the private sector, peer organizations, local partners, US and local Government entities, etc.) that will advance agency priorities and allow for safe and effective operations.
• Represent the country program to host government authorities, the U.S. Embassy and USAID, peer agencies, donor organizations, and forums such as ACT and the Uganda NGO Forum.
Business Development and Program Leadership:
• Provide leadership in developing and managing a program that is consistent with LWR and IMA strategic priorities and values
• Lead the business development efforts in Uganda related to strategy, positioning, capture and proposal development.
• Play a lead role in reviewing and negotiating agreements and contracts with donor agencies,
• Ensure all LWR and IMA programs/projects receive the appropriate technical assistance and project oversight in alignment with existing best practices and LWR and IMA policies.
• Lead emergency response as needed in coordination with the Emergency Operations team and other. HQ.
• Guide LWR and IMA's philosophy and ethos in identifying, building, maintaining, and evaluating partner relationships. Promote partner organizational capacity strengthening as part of the accompaniment process.
• Ensure the timely submission of quality progress, financial, audit and evaluation reports in accordance with LWR and IMA and/or donor guidelines.
• Ensure monitoring and evaluation data is analyzed and used for decision making to improve programmatic and administrative aspects of projects and to inform future projects.
Human Resource Management:
• Lead and develop a strong country team, organized around outcomes and priorities.
• Supervise program managers and short-term consultants
• Coordinate closely with the Regional F&A Manager on supervision and work plan prioritization of the Country Finance & Admin Manager.
• Implement the LWR and IMA performance management system with direct reports, providing frequent feedback and support and needed corrective actions; ensure managers within the team do the same for their direct reports.
• Lead the process of evaluating country security needs and make recommendations to Global Security Director for action.
Financial and Administrative Management & Compliance:
• Ensure compliance with agency policies and procedures.
• Ensure any needed adjustments or additional policies and procedures for the country are developed and approved by the relevant parties.
• Develop annual budgets in alignment with guidance provided through the regional office and headquarters.
• Monitor the implementation of budgets, cash flows, and budget variances, making or recommending adjustments as needed.
• Ensure coordination for internal and external audits and respond to and implement recommendations and address findings.
• Ensure that country office is in compliance with host government rules and regulations regarding registration, taxation, payroll/human resources, and reporting,
Safety and Security:
• Monitor evolving security concerns that may affect LWR staff and programs, coordinating closely with headquarters security and operations staff.
• Ensure familiarity and compliance with LWR's safety and security procedures and protocols.
• Oversee country safety and security plan development, compliance and updates.
• Conduct any other duties assigned by the Regional Representative

Qualifications:
• Deep commitment to LWR and IMA's core values and
• culture and the ability to model the same in relationships with colleagues and partners.
• Four-year university degree in a relevant field, advanced degree preferred.
• At least seven years of progressively responsible professional experience related to economic and social development in Uganda, with experience in public health, agricultural development, and/or rural livelihoods. Emergency response, gender integration and youth
• focused programming experience a significant plus.
• At least 3 years of experience managing direct reports.
• Track record of identifying and developing relationships and alliances with individuals and organizations! companies, leading to program funding.
• Track record in developing, submitting and narrotiating proposals for from bilateral, multilateral or private sector donors.
• Five or more years of experience implementing or overseeing financial and administrative aspects of multi year, high value institutional donor funded programs.
• Extensive knowledge of US government funding rules and regulations, cooperative agreements and contracts. Other bi-lateral donor rules and regulations a plus.
• Demonstrated experience in the design, management,
• implementation, monitoring, and evaluation of programs
• Demonstrated ability to lead diverse teams within an evolving context. Excellent interpersonal skills and demonstrated experience in human resource management, including capacity building, coaching and conflict management.
• Experience in assessing and building the capacity of partner organizations community and non-governmental organizations
• Experience developing and managing budgets from with restricted and unrestricted revenue sources
• Highly developed analytical and commun hills, and ability to assimilate and process informationen wide-ranging audiences.
• Ability to work with diverse people in multicultural, team-oriented
• Proficiency in using are using accounting, word, Excel, Powerpoint, Outlook, and web browser software.
• Professional proficiency in written and spoken English and at least one Ugandan language
• Ability to travel up to 40% of his/her time. Ability to occasionally within the East African region and to the US.
• Evidence of status to work legally in Uganda.This is a local hire and no relocation or other allowances are provided.
