Organization details
Enabel, Belgian development agency, together with different Government Ministries are implementing the bilateral co-operation between Uganda and Belgium. Belgium is currently developing a new thematic portfolio on social protection, with a particular focus on Decent work. This includes, namely, the creation of decent work and productive employment, contribution to expanding social protection for workers and (steps towards) formalising informal work. The General objective of this thematic portfolio is: A sustainable improvement of the living conditions of the most vulnerable populations by investing in social protection systems and decent work to promote sustainable, inclusive and socioeconomic development.In this way, this portfolio contributes to the fight against poverty and inequality It will also contribute to the objective of full and productive employment and decent work for all women and men and the objective of protecting labour rights and promoting safe and healthy working environments for all workers. Both active and (still) non-active, women and young people (16years to 30y) in the formal and informal economy and in precarious jobs. The Expert will support the formulation of the Intervention(s) that will be implemented in Uganda in order to contribute to the general objective of the Portfolio. Later on, this expert will contribute to the development and the implementation the Portfolio. This Intervention will translate the validated strategic orientations into a concrete results framework with specific objective, expected results and indicators, but also specify the implementation modalities and identify potential implementation partners (including when it comes to Enabel) and their contractual arrangements.

Knowledge, Skills & Competences

• Good knowledge of the social protection situation and policy discourse in Uganda, institutional set up of Uganda Social Protection institutions and the relevant stakeholders.
• Solid Experience in accompanying of change process and capacity building
• Excellent knowledge of Social Protection provision system at national and at operational levels
• Previous experience (work or consultancy) with trade unions, the ILO and other organizations active in decent work and/or social protection an asset
• Strong interpersonal and facilitating skills
• Excellent analytical and writing skills demonstrated by a track record of accessible publication and reports. Experience writing project proposals, reports, and policy documents.
• Good capacity on report and strategic writing skills
• Good knowledge of computer software (Word, Excel, Power Point and Database)
• Excellent communication skills

Responsibilities
Technical Support
• Collect data on Decent work and Social Protection related to employment and analyses it to feed into reflections of the formulation and the implementation;
• Provide technical inputs on decent work and social protection activities in training, employment and social protection programs;
• Contribute to the animation of consultation and social dialogue mechanisms between partners;
• Act as focal point for the Decent work thematic of the Portfolio;
• Ensure alignment between the newly formulated Portfolio and the Partners’ priorities;
• Ensure ownership by the Partner
• Ensure synergy and complementarity between newly formulated Portfolio and other on-going Intervention funded by other Donors
• Contribute to the capitalization of good practices and innovative approaches on promoting Social Protection and Decent Work.
Expected results of the function
• The Expert will be, at the start of the contract, part of the ongoing formulation team, and work on the technical content of the various interventions envisaged at country level.
• This will involve mainly technical assistance, recommendations, based on best practices and evidence for what works in decent work and social protection, in the second phase, the expert will be part of the team that will implement the intervention

Qualifications
• Master degree or higher in Law, Human Resource, social work and other related studies.
• Economic and Social Development expert (master or Post Graduate) specialized in Decent Work and Social Protection and having experience in capacity building for public actors
Details of experience
• A Minimum of 5 years’ experience in Social Protection and Decent Work in Uganda
• A minimum of 5 years’ work experience in the informal work Sector, NGOs relating to Social Protection and decent work
• Professional experience in providing support to Skills development programs
• Experience in Gender Based approaches
