Handicap International Federation (operating under the name Humanity & Inclusion) is an independent and impartialnaid and development organisation working in situations of poverty and exclusion, conflict and disaster. We work alongside disabled and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.
WISH2ACTION, Women Integrated Sexual Health project that bring together different internationally recognized organizations into a consortium to deliver an inclusive, diversified, innovative and integrated Sexual and Reproductive Health (SRH) project in 16 countries. The WISH2ACTION operational Model is a comprehensive and uses an integrated approach to ensure equitable access to family planning and sexual and reproductive health and rights (SRHR), giving priority to the most underserved women and girls, young people under 20, very poor and marginalized populations (including people with disabilities, those displaced or affected by a humanitarian crisis, and people living in hard-to-reach areas).
In Uganda, the consortium comprises of five organizations namely:
• The International Planned Parenthood Federation (IPPF)
• Marie Stopes International (MSI).
• International Rescue Committee (IRC).
• Development Media International (DMI)
• Options
• Humanity & Inclusion (formerly Handicap International) (HI)
The Uganda consortium is spearheaded by IPPF member association, Reproductive Health Uganda (RHU). HI has positioned itself to offer technical support to enable the project achieve measureable improvement in disability
inclusiveness in SRH services. HI will train, coach and advise the partners and healthcare providers. The project, started in 2019 is for 3 years including International
Therefore, HI is currently seeking to recruit a qualified personnel to fill the following Positions.
Position: 1– Inclusion Officer .

Job summary
Under the supervision of HI WISH2ACTION Project Manager, the Inclusion Officer will be responsible for:
RESPONSIBILITIES
1. Ensure planning and field coordination of the project activities with internal and external
stakeholders
•Participate in the monthly HI activity planning meetings
•Develop monthly and weekly field activity plans
•Participate in the development of project activity tools
•Coordinate field activities with HI logistics department, other HI technical teams, implementing partners and other stakeholders
•Ensure regular coordination meeting with implementing partners field staff and project stakeholders and
represent HI
•Maintain conducive working relationships with consortium partners, health service providers, beneficiaries
and other actors; to facilitate smooth project implementation.
•Participate in consortium, district and national level meetings or technical working groups. Be in position to represent HI position through pushing for agendas related to disability inclusion in service delivery.
•Ensure local authorities are regularly updated about project developments and engaged in project activities where necessary; to enforce “buy in” and increase HI visibility in the project areas.
•Maintain a high knowledge and skills in areas of SRHR and disability inclusion in programming and service delivery. In order to effectively support partners, improve the quality of their work through provision of equitable services.
•Attend in house meetings including staff meetings and technical meetings with Project Manager and
Technical team.
2. Implement, facilitate and follow-up, on a daily basis, the project activities in accordance with the
project implementation plans
• Participate in development of project resource materials e.g. training manuals and adapted awareness raising materials, based on situational analysis results and technical team advice.
• Plan, coordinate and implement, in close coordination with implementation partners and project lead agency, barriers and facilitators assessment and action plan design and follow-up;
• Plan and execute the required training events targeting partners, DPOs, health workers, government and other stakeholders on disability inclusion into service delivery.
• Train partners and health service providers on application of Washington group test questions in service delivery systems.
• Build capacity of partners and health workers to appreciate disability inclusion into data management systems.
• Coordinate cluster level activities in partnership with consortium partners, local government and community health workers as deemed necessary.
• Participate in development and execution of knowledge sharing events organised at the national and local level including execution of advocacy agendas.
• Ensure participation of DPOs in project processes i.e., invited to attend project planning/review meetings, actors in planning and execution of advocacy campaigns and evaluate quality of partners’ services.
3. Ensure compliance of activities implementation with HI quality standards
•Compile and timely submit to Project Manager Field reports complying with HI and project reporting
requirements.
•Provide input to the periodical reports compiled by Project Manager for submission to donors and other key
stakeholders.
•Take a lead to identify and share project lessons learned and success stories as witnessed on ground. In
addition, ensure such information is well documented and shared with Project Manager and partners.
•Work closely with Project MEAL Officer to ensure timely and qualitative collection of data required to address
project indicators and periodical reporting needs.
•Carry out proper recording and reporting of proceedings from meetings attended. The reports should be
availed to Program Manager.
Conduct situational analyses to inform capacity building interventions developed for partners, DPOs, health
workers and policy makers, in order to effectively integrate disability inclusion into their programming and
service delivery systems.
Follow up cluster level activities to ensure they comply with the set standards and procedures related to
provision of inclusive SRH services. Subsequently provide practical solutions or mentoring to partners to
address the implementation gaps observed.
Participate in pilot monitoring, evaluation, accountability and learning processes related to the project.
Attend monthly, quarterly, bi annual and annual project planning activities including project reviews. Be
proactive to share pertinent issues or experiences to inform project planning processes.
•Prepare and submit monthly timesheets to Project Manager.
Facilitate cooperation and synergies with other HI teams (mutual planning and resources sharing).
4. Ensure administrative and financial management of the project
Together with support services:
•Responsible for sharing and safeguarding HI institutional policies. Shared with partners, beneficiaries and
community health workers. Report any incidences of violation for further investigations.
•Ensure proper utilisation of project funds and materials respecting the HI fraud and corruption policy.
•Ensure respect of internal and donor’s financial procedures (eligibility and flexibility rules);
•Support the Program Manager towards fulfilling reporting needs with HI finance department.
•Ensure respect of procurement and service provision procedures (logistics).
5. Respect of HI identity, rules and policies
• Know, understand, apply and respect HI code of conduct and ethics, HI mandate and values, HI rules and
operating procedure, HI policies (child protection policy, policy and mechanism for the prevention of and fight against bribery, the protection of beneficiaries from sexual exploitation and abuse policy) and make sure they are known, understood, applied and respected by its team.
•Know, understand, apply and respect HI security rules and make sure they are known, understood and
applied by her/his team.
•Regular refresher trainings are organized

Required Profile
Education
•A Bachelor’s degree in Public Health, Social Sciences, Population Studies, Community health, Development Studies, Adult Education and other related fields.
•A post graduate diploma is an added advantage
Work Experience
•At least 3 years’ experience managing Family planning and SRHR projects.
•Experience in community mobilization
•Establishing and maintaining working partnerships.
•At least 2 years’ experience working with disability inclusion related projects.
•Experience in research, project monitoring and evaluation.
•Experience working on consortium led projects.
•Familiarity with planning and executing advocacy campaigns

Competencies
•Knowledge of the Health Sector in Uganda
•Capacity building, training and coaching skills
•Perfect fluency in English: written and spoken and strong writing skills;
•Very familiar with MS Office (Word, Excel, PowerPoint) and internet
Personal Qualities:
•Ability to work under high pressure.
•Strong interpersonal and intercultural skills
•Good communication and networking skills
•Strong interest in the fields related to HI mandate

Starting Date: 1st October 2020
