Job Summary: The Monitoring, Evaluation and Learning (MEL) Manager, determined as Key Personnel, will provide leadership and technical guidance to the Integrated Child and Youth Development (ICYD) Activity program team on all MEL related issues and has primary responsibility for establishing and managing a data processing environment responsive to USAID reporting and learning requirements, including PEPFAR reporting expectations. This position is contingent upon award.
The ICYD activity will address USAID/Uganda’s development objectives relating to child wellbeing, education, and youth development. This activity will be a flagship program administered by the Office of Education, Youth, and Child Development, the unit responsible for the Mission’s education and PEPFAR/OVC funding streams.
ICYD must use an integrated approach to realize the following objectives;
· Children and youth have improved learning outcomes;
· Children and youth are safe and healthy in their community and learning environments; and,
· Youth practice positive behaviors and are able to make informed decisions about their lives and relationships.
The ICYD Activity will need to contend with several mandatory pathways to achieve the three stated objectives. These include:
· Build from recent EGR support to MOES and target districts.
· Address primary school retention through a combination of family, community and school-based interventions that address known critical drivers of school dropout.
· Provide critical OVC services directly for up to two years while building the capacity of local partners to transition to prime awards with USAID/Uganda.
· Provide technical assistance and coordination to OVC service providers in service delivery districts.
· Deliver effective technical assistance and support to MGLSD and other public/private institutions to progressively transition OVC service delivery from USG support.
· Address sub-national constraints to priority outcomes through high-impact local partnerships..

Key Duties and Responsibilities:
· The MEL Manager will lead the development, implementation, refinement and harmonization of ICYD’s MEL system, including developing and operationalizing indicators, setting targets, monitoring ICYD’s implementation progress, ensuring timely data collection; and determining and implementing a learning agenda across all the technical components of ICYD, including HIV/AIDS, OVC, basic education, youth engagement and local partner institutional capacity strengthening.
· Develop and lead the roll out project-specific monitoring tools in collaboration with relevant departments.
· Support partners in developing project results frameworks (input, output, outcome and impact), and develop relevant indicators and targets for result areas.
· Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
· Develop data collation and aggregation tools, as well as maintain project databases.
· Review and finalize Monthly, Quarterly and Annual MERL workplans and budgets.
· Oversee the development of donor reports, ensuring that all donor reporting requirements on program impact are met.
· Coordinate the design and implementation of baseline, mid-term and end of project evaluations, surveys, special studies, and other components of the project’s MERL system.
· Liaise with counterparts at international, government, non-government agencies involved in related activities and collaborate in promoting high quality results and complementary efforts.
· Supervise project M&E staff.

Qualifications, Skills and Experience:
· The ideal candidate must hold a Master’s degree in public health, education, M&E, epidemiology, biostatistics, demography, or related field.
· At least 7 years of experience in establishing/designing M&E systems and tools and managing data intensive capacity development and global health programs, preferably for USAID-funded programs.
· Experience with qualitative and quantitative M&E data collection and analysis methods.
· Demonstrated knowledge of and experience with USAID reporting and MER indicators, as well as Collaborating, Learning and Adapting framework.
· Demonstrated experience in designing and managing operational research and evaluations.
· Experience in program quality management (both services and data quality) and quality. improvement systems.
· Demonstrated writing and data presentation skills.
· Demonstrated skills in project design, implementation, and reporting, preferably for USG funded programs.
