Project Tittle: Girls’ Education in Crisis: Increasing access, retention and completion of quality and inclusive primary and secondary education for adolescent girls and boys in West Nile, Uganda .

Dimensions of the Role
The Project Manager will be responsible and ultimately accountable for the project’s strategic direction, quality programming and delivery of results, financial management and compliance, team leadership, coordination and collaboration with project stakeholders and other partners. S/he will demonstrate excellent project management and problem-solving skills, a very high degree of maturity, flexibility, organization and communication skills, and strategic thinking to meet the demands of a dynamic and sometimes unpredictable operating environment while ensuring Plan International’s systems and policies and donor requirements are adhered to, especially gender transformative programming and child and youth safeguarding. Supporting the establishment and implementation of new primary and secondary Accelerated Learning Programs (ALP) in targeted schools will be an important element of the role. The Project Manager will be fully integrated into the Education/ECD Program Team and will provide effective and quality leadership to the team implementing the project.
1- Program delivery
• Defines and regularly updates project work plans to reflect a changing environment.
• Understands the project management cycle and utilizes tools (including detailed implementation plans) effectively to implement and achieve project results, and comply with donor requirements, government, and partnership agreements.
• Achieves project results, and monitors appropriate benchmarks, targets and performance indicators.
• Coordinates technical inputs on education, WASH, child protection in emergency and gender to support a high quality of implementation ensuring that programmatic strategies are of high quality, based on best practices and in line with donor standards.
• Articulates changes in project activities (if any) clearly and produce clear documents justifying changes, analysis of change impact, and budget impact.
• Systematically reviews risks and challenges to quality implementation and compliance and develop clear and timely mitigation strategies including resources required.
• Develops and implements a clear plan to strengthen programme quality and compliance in the project delivery.
• Produce well-documented, accurate, and quality narrative/financial reports in line with donor reporting requirements.
• Creates an efficient knowledge management system/approach that helps learning, sharing, scaling up, and innovation.
• Produces knowledge management documents in coordination with Plan Uganda and Plan Canada technical advisors, showcasing achievements as outlined in the project documents.
• Participates and provides valuable input into the technical network meetings.
• Supports the Business Development department and the National Programme Manager in developing proposals that may facilitate the continuity of the project.
• Promotes full integration of the project with other initiatives implemented in the same location in close coordination with the National Programme Manager and Emergency Response Manager.
2- Communication and Working Relationships
• Builds strong relationships with all project partners especially the district local government, target communities, other partners, and government stakeholders
• Engages and effectively represent Plan International in strategic partnerships with relevant NGOs (local and international), National and district local government entities /stakeholders as appropriate, to maximize use of our resources and emergency program impact and ensure alignment and strong partnerships so that co-funding requirements and targets are met
• Effectively networks with donors, and other partners implementing similar programs in project locations.
• Develops appropriate internal and external Working Relationships (and partnerships) to support quality project delivery and compliance.
3-Advocacy, Influencing, and Visibility
• Represents Plan International Uganda at the district and national level to champion implementation of advocacy and influencing agenda.
• Supports with technical documentation of evidence from the project and produce stories of change when required.
• Ensures that the project is fully aligned with the Advocacy Strategy and the SDG influencing plan.
4– Staff Management
• In consultation with the National Programme Manager-Education (NPM-Educ), recruit, interview and select staff and/or volunteers with appropriate skills for the project activities.
• Manages project staff and/or volunteers according to the established policies and practices of the organization.
• Ensures roles, responsibilities and expectations are clearly communicated and understood by the full project team and consortium partners and tasks are appropriately delegated.
• Ensures internal team and consortium planning meetings are organized regularly to provide direction and guidance.
• Staff performance reviews are conducted, staff mentored/coached in line with Plan International Uganda’s Performance Management System.

• Close collaboration and strong working relationship with project stakeholders especially district local government, school governance structures, target communities and other partners
• Close collaboration and interdependence with the Plan International Country Programme Team and Business Development Department at Country Office, Program Area Offices, and other support departments (Finance, Admin, Risk Management, Human Resource, and the Plan Canada National Office.
• Regular working relationship with Program Area teams, especially Project Coordinators /Project Managers and other focal points implementing similar projects.
• Communications Department to ensure proper visibility and compliance with branding.
• Local, national and international Civil Society Organizations, Private Sector actors, Government institutions (especially District Education Offices and Office of the Prime Minister) and UN agencies to ensure Plan’s work is well linked to other initiatives.
• Technical expertise, skills and knowledge
• Advanced university degree in one or more of the disciplines relevant to the following areas: Education specifically Primary Education, or a Social Sciences field relevant to international development assistance.
• At least five years of progressively professional work experience in design, implementation and evaluation of Education programmes. Experience working in international development organization an asset.
• Demonstrated experience in managing, mentoring and coaching staff.
• Conversant with government systems and structures especially Ministry of Education and Sports, district local governments, and other line ministries, institutions, departments, and implementing agencies. Should be familiar with MoES Planning and policy formulation, implementation, budgeting, accountability mechanisms, Monitoring and evaluation processes etc.
• Excellent coordination and organization skills. Able to work in a matrix environment and keep track of multiple priorities and adhere to deadlines
• Demonstrated skills and experience in report writing, donor compliance and budget management.
• Ability to Identify and synthesis best practices and lessons learned to promote knowledge management and sustainability.
• Ability to work in hard to reach hard to stay areas and familiar with programming for vulnerable children especially young girls and boys.
• Promotes high performance among project staff and provides vision and direction.
• Establishes effective partnerships with external stakeholders
• Excellent communication (verbal and written) and interpersonal skills, with ability to work with people from diverse cultures
• Strong computer skills and knowledge of Microsoft software including MS Word processing, Power point presentation, Excel spreadsheets, e-mail and web based research.
• Experience in gender mainstreaming, gender equality and inclusion in humanitarian programming
• Experience working on Education or Child protection programmes in a humanitarian context. Experience implementing primary and/or secondary ALP programs
