CALL FOR APPLICATIONS
Consultancy Services for the Independent Verification of Cookstove Products sold under the Demand Side Results Based Financing Project for the Refugee settlements and Hosting Districts in Northern Uganda and Kiryandongo.
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Is a German government owned agency, that implements technical cooperation measures, primarily commissioned by German Ministry of Economic Cooperation and Development (BMZ). In Uganda, GIZ Implements joint programmes based on bilateral negotiations between the Ugandan and German governments, that are focused on priority areas, regarding renewable energy, and energy efficiency. rural development, and food security as well as water and sanitation. The different programmes work with a range of partners, among them private companies, that Implement activities and achieve project targets on behalf of GIZ Uganda. Independent verification of partner results is needed to ensure that the agreed work has been completed and that the project targets have been achieved.
This consultancy's terms of reference describe the requested verification services for Energleing Development (EnDev). EnDev is a global multi-donor partnership Implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) that facilitates access to modern energy services in 20 countries worldwide. The programme is currently funded by Germany, the Netherlands. Norway, and Switzerland.
In Uganda, EnDev, as part of the GIZ Energy and Climate Programme, cooperates closely with the Ministry of Energy and Mineral Development (MEMD), United Nations High Commissioner for Refugees (UNHCR) as well as the Office of the Prime Minister (OPM).
Currently, Uganda hosts more than 1.5 million refugees, mostly from South Sudan, the Democratic Republic of Congo (DRC), Burundi, Rwanda, and Somalila. Uganda is one of the top refugee hosting countries worldwide. Refugees live mostly in settlements along with rural host communities across 13 districts which are among the poorest and least developed in the country. Despite efforts from EnDev as well as related projects such as the GIZ Energy Solutions

for Displacement Setting (ESOS) and various other humanitarian and development partners (through several supply side interventions). significant barriers to access to modern energy products and services remain. One of which is the huge affordability gap for solar PV and clean cooking technologies at the household level that is majorly hindering access for more constrained communities such as refugee communities, their host districts, and other vulnerable rural communities.
To address this issue, EnDev with funding from the Netherlands Directorate General for International Cooperation (DGIS) will Implement a project with the title "Bridging the Affordability Gap for End-Users through Demand Side Interventions". One of the defined targets of the project is to reach 184,000 refugee and host community households with high quality improved cook stoves (ICS) and higher ter clean cooking (ATCC) solutions (179,000 and 5,000 HHs reached respectively) in Adjumani, Bidibidi, Imvepl, Kiryandongo. Lobule. Palabek, Palorinya, Rhino Camp refugee settlements and their host districts, including low-income communities of Amuru, Maracha, Nebbi, Nwoya, Moyo, Pakwach and Zombo districts. This will be achieved through a partnership with private sector players that will distribute these products in the highlighted districts and discount the products based on EnDev's predefined Incentive structure. For each (verified) sale that the partnering companies undertake the Fund Manager will pay the equivalent of the discount to the respective participating company.
EnDev Uganda is therefore seeking to contract a consultancy firm that is flexible, qualified, capable, and experienced, for the role of Independent Verification Agent (IVA) for cookstove technologies.
The potential IVA will conduct the verification of cookstove claims reported by participating private sector companies under the project.

Qualified and experienced companies that are duly registered and operating in Uganda are encouraged to apply. Interested companies
