JOB DETAILS:
Duties and Responsibilities
1. Support in promoting constructive partnerships and communication between the project team and all key Stakeholders in the project area. These including, NGOS, Local Governments (LGs), Ministries and PAPS by maintaining regular contacts and networking on issues relating to project development, implementation, and monitoring. The CLO must ensure that all project communities are kept abreast of the project developments and communication channels remain open with the communities
2. Monitor and support of project GMCs through participatory consultations among local communities and relevant stakeholders to identify gaps and suggestions on how to enhance the function. The CLO should ensure all project related grievances are properly documented and submitted in line with the UNRA GRM.
3. The CLOs are required to collect and coordinate all grievances at project level. This involves grievance collection, investigation, sorting, escalating, follow up and giving timely feedback to all concerned parties on grievance status
4. The CLOs are required to work with the Livelihood Restoration and Resettlement Consultant in mobilising GMCS, arrange training venues to undertake refresher trainings in support of grievance handling and management. This should be done on quarterly basis
5. Assess all expectations, concerns, common grounds, opportunities, and threats related to each of the stakeholders in the communities and liase with the relevant Specialist on the project and prioritize organising engagements activities to address such community concerns
6. Support the Social Development Specialist, Livelihood restoration Consultant or any project Consultant by mobilising targeted Stakeholders and PAPS by sharing information on arranged schedules or details of the proposed engagement
7. On instruction from the SDS, relay instruction, deliver documents and messages to the community and all interested parties and similarly receive documents from both internal and external parties in prompt manner and must ensure all documents and records from community are safe
8. Coordinate with UNRA Nominated Service Providers to ensure Stakeholders are organised and able to participate at all relevant levels and their views are understood in accordance with their diverse needs (particularly women, refugees and youths).The CLOs are required to translate from/to local languages of the project area for all stakeholders during participatory assessments, institutional mapping exercises, focused group discussions, community meetings and national consultations. Accurate record keeping of these engagements is required
9. Work with the UNRA Nominated service providers on the project to coordinate and implement community related activities.
10. Produce timely feedback to community members, inclusive of recommendations, to UNRA through the Social Development Specialist on relevant issues, opportunities and challenges identified by community members during project development, implementation, and monitoring.
11. Prepare weekly, monthly, and quarterly reports to be submitted to the Social
Development Specialist indicating achievements and challenges
12 Organize Citizen Engagement activities
13. Perform any other related duties as may be assigned from time to time by the immediate supervisor

5.0 Key Deliverables
As part of the fulfilment of the responsibilities, the CLO shall deliver the following:
• A clear quarterly Community Liaison and mobilisation Plan with timelines
• Communication and dissemination strategy with implementation timelines
• Records of community engagements undertaken, minutes and updated templates
• Quarterly Grievance management plan
• Quarterly GMC monitoring report
• Monthly and quarterly project grievance status reports
• Periodic progress report including key performance indicators of all activities undertaken (weekly, Monthly, quarterly, and annual reports)
• Quarterly Gender responsive community profiles for each community identified and targeted program
• Quarterly reports on support given to Vulnerable Groups including Women, Elderly, PWDs and Children.
• Records and baseline of Public Utilities and social amenities with quarterly updated status
• Database of key Stakeholder’s contacts

6.0 Qualifications and experience
The respective CLOS should have substantial experience working in the project area of Koboko,Moyo and Yumbe.She/he must have a strong clientorientation and interpersonal skills with proven ability to work cooperatively with diverse groups and stakeholders. He/she should have diverse knowledge of working in the refugee hosting zones and well versed with their communication strategy. The Candidate should possess the following minimum qualifications:
• A Bachelor’s degree in the Social Sciences, Social Work, Sociology, Development Studies, Anthropology, Community development or other related humanities discipline
• Sound knowledge of communication, education and information strategies for public awareness campaign development, and implementation of community safety.
• A minimum of 3 years’ relevant experience with communities encompassing stakeholder engagement practice, grievance management, genderresponsive approaches, community development practices and social research using participatory research methods.
• Fluent in the local language in the area (Oral and written). The CLO should be be fluent in at least one of the following languages, that is, Lugbara (for Koboko CLO), Aringa (for Yumbe CLO), and Madi (for Moyo CLO).
• Excellent command of the English language (oral and written)

7.0 Other Core competencies
• Strong analytical skills with conceptual understanding of social, community and environmental issues in development projects with a bias in refugee issues.
• Strong, proven functional skills in analytical writing, producing reports, research, and assessments
• Excellent demonstrated ability to be flexible and work under tight deadlines in an independent working environment
• High level of communication, mobilisation and interpersonal skills and experience in working effectively in a multi- cultural environment
• Demonstrated excellent written and oral communication skills
• Strong negotiating and community handling skills
• Excellent networking with a demonstrated ability to build and maintain professional relationships
• Cross-cultural management experience and sensitivity
• Planning, organizational and time management skills, including flexibility, attention to detail and the ability to work under pressure to meet changing deadlines.
• Demonstrated ability of teamwork. Ability to work collaboratively with colleagues to achieve the project goals, very supportive and willing to learn from others.
• Ability to ride a Motorcycle.
