Purpose of the assignment:

The purpose is to drive WASH SDG project delivery in Buyende district for a period of 5 months. The project team in Kamuli program area is overstretched owing to understaffing in the Intervention area (Buyende & Kamuli districts during the round up period (July 2023 to March 2024).

The consultant will be responsible for ensuring that PIU's WASH SDG Project is implemented with the highest standards and quality for impact on the lives of children as defined in the Plan International Uganda (PIU) country strategy. The incumbent will be accountable for delivery of the project on time, scope and budget as per project management standards.

Responsibilities and scope of the consultancy KRA:
 Ensure effective leadership in planning and implementation of the WASH SDG program Including consolidation & operationalization implementation plans.
 Ensure effective budget management: Monthly budget forecasts, Monthly and periodic budget reviews, & budget forecast alignment with on Project delivery.
 Ensure timely monitoring & quality reporting on project progress.
 Ensure cordial working relationships with district & other WASH actors.
 Comply with Plan International policies and guidelines

Expected Deliverables:
 SDG WASH project round up Period executed on Scope, Time and Budget
 Excellent budget management for SDG WASH project, resulting in full spend out and no issues with compliance.
 SDG WASH Project monitored, and quality progressive report documented on time.
 Cordial relationship with local partners & WASH stakeholders nurtured and maintained.

Consultancy Duration:
The consultancy will run until March 2024 from the joining date of the consultant.

Reporting Line:
The Consultant will report to the Program Specialists WASH & Climate change.

Location:
Kamuli Programme Area

Eligibility/Qualification:
The Consultancy opportunity available is open to individuals with at least 5 years hands on experience in WASH & climate change implementation with INGO, with a minimum Education of bachelor's social sciences, Development studies, Education, Public Health, Environment or related field & post graduate diploma in Project planning & Management or related field.

Other requirements:
 The consultant should have good Knowledge of environment and current effective practices of WASH & Climate in Uganda, including existing networks, CSOs and government stakeholders.
 The consultant should have good Knowledge & experience on multiple approaches: Sanitation as business, Menstrual Health & Hygiene & Inclusions of Socially excluded groups WASH in schools, Menstrual Health & Hygiene/ Menstrual health Management & Sanitation as business Interventions.
 The consultant should have experience in networking with poor children and their families, local and international NGOs, local government partners, and local community-based organizations.
 The consultant must be willing to undertake the assignment in Buyende district.

Remuneration:
The Accounting Consultant will be paid using a daily rate of UGX 162,509/=. Payment will be monthly, and a daily log report will be required as a basis of payment, and this will be subject to 6% withholding tax.
