DR-TB Program Specialist
General Summary

In collaboration with the Ministry of Health (MoH)-National TB/Leprosy Division and the project’s multidisciplinary leadership team, the MDR-TB Program Specialist will be responsible for providing targeted technical assistance to all programmatic and clinical TB and MDR-TB activities for the project. The MDR-TB Program Specialist will also be responsible for providing technical support to implementing partners (IPs), districts and health facilities offersing TB and MDR-TB care services. S/he will work closely with the Assistant Commissioner-MoH-NTLP, the national MDR-TB Coordinator and members of the multidisciplinary teams to ensure efficiency and effectiveness og interventions implemented for control of MDR in the country. Key Responsibilities
• Provide technical support, including capacity building, to NTLP staff and existing regional USAID IPs in improving TB and TB/HIV case detection, TB/HIV collaboration, care and support, MDR/XDR-TB programs working closely with the NTLP Assistant Commissioner, the MDR-TB Coordinator and the leadership of USAID LPHS-TB Activity.
• Coordinate capacity building activities for primary care providers at MDR-TB treatment facilities for prevention of MDR-TB, increase GeneXpert implementation, MDR-TB case detection and enrolment, treatment response monitoring and contacts management
• Lead the development, implementation of annual, quarterly project MDR-TB work plans and preparation of periodic reports
• Coordinate and monitor the progress of programmatic Management of Drug-resistant TB including but not limited to including active case finding, contact management, TB/HIV, TB infection control, patient support, TB logistics management, treatment response monitoring and quarterly programme reviews through MDR-TB cohort review
• Support the expert DR-TB committees and TB technical strategic working group meetings to address policy, technical and programmatic gaps in MDR-TB diagnosis and treatment and infection control
• Update partners and stakeholders on MDR-TB project activities
• Support the utilization of the TB pharmacovigilance systems (active drug safety monitoring) while building the capacity of the health workforce in this area
• Support the institutionalization of a well-functioning monitoring system for TB and DR-TB with DR-TB records integrated into standard NTLP reporting
• Work with NTLP to identify and address priority technical and programmatic gaps in increasing case notification, diagnosis and treatment of pediatric TB through project supported interventions
• Provide technical assistance in public-private mix (PPM) for MDR-TB management and closely with the PPM Officer in this area.
• Coordinate the implementation and reporting of results from DR-TB collaboration, learning and adaptation agenda including but not limited to routine data analysis and monitoring, evaluations, operations research activities, pilot innovations, application of CQI approaches to improve MDR-TB care, peer-learning sessions and MDR-TB cohort review activities.
• Monitor progress of Programmatic Management of Drug-resistant TB (PMDT) implementation through periodic consultations, monthly progress review meetings, reports review, and supportive supervision. Provide written feedback for improving performance.
• Collaborate with other multidisciplinary, project and national level teams to coordinate effective health system strengthening activities to address supply chain management, optimize laboratory function, utilization of MoH tools and overall organization of PMDT services
• Coordinate Technical Assistance for Regional Implementing Partners (IPs)
• Provide Technical Assistance for application of CQI to improve MDR-TB care
• Supervision of program officers seconded to DR-TB sites by the Activity
• Represent the USAID LPHS-TB Activity on regional and national TB, TB/HIV and DR/XDR-TB activities and at selected international meetings.
• Any other assigned duties as agreed with the supervisor.
Person Specification
* A degree in Medicine and Surgery (MBChB). A Masters training in Internal Medicine (MMED) or Public Health (MPH) is an added advantage
• A minimum of 3 years’ work experience in DR-TB control related activities, including program implementation, monitoring and evaluation or additional training in drug-resistant TB programming and management.
• Demonstratable understanding of current key TB, TB/HIV control and MDR-TB issues at national and global level
• Strong managerial skills to operate independently with limited direct supervision of day-to-day activities and to lead results-driven project teams and work groups
• Strong oral and written communication skills are required to develop and maintain effective, sustainable working relationships with national and international working partners and to accomplish reporting requirements
• Ability to analyse, understand and discuss new program design, management and implementation approaches is required. This includes development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.
• Ability to influence other collaborative organsaitions engaged in TB and TB/HIV control program to adopt appropriate startegies for improving the programs for patients with TB/HIV co-infection
• Detailed knowledge of current TB, TB/HIV and DR-TB landscape in Uganda, the health care system, Ministryf Health policies, regulations and program priorities
• Detailed knowledge of USAID administrative policies and regulations
• Demonstrated experience in onsite training, mentorship and QI coaching approaches
• Demonstrated capacity in building and maintaining productive working relationships with a wide network of partners and stakeholders
• Demonstrated organizational and supervisory skills and abilities, sound judgement, and high ethical standards; flexible and ability to adapt to changing priorities and deadlines.
