JOB DETAILS:
Job Summary:
The Finance and Operations Director (FOD) will oversee finance and operations for all the activity offices in Uganda. This includes oversight of Sub-awards, Grants, Procurement, Logistics, Human resources, Administration, Accounting and Finance, Cost share, and program records. This individual will be responsible for managing the budget and preparing financial reports for submission to USAID.

The FOD will ensure funds expended are compliant with USG regulations and policies and will provide compliance guidance as required. The FOD will implement strict fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.

Responsibilities
Essential duties
• Work closely with the COP and DCOP – Technical to plan and coordinate operational support that aligns with technical activity work plans.
• Oversee finance, operations, grants, and procurement, admin teams and ensure compliance with RTI and USAID procedures, collaborating with RTI home office PMU and RTI business partners as needed. This includes, the implementation of sub-awards, grants, cost share, procurements, budget, logistics, consulting agreements, reviews and audits, and closeout.
• Supervise the grants and Strategic Investment Fund team to ensure appropriate support and compliance with USAID regulations. This may include ensuring timelines for grant procurement and grant monitoring are closely followed through coordination across grants and procurement team, technical team leads and field officers.
• Supervises and mentors the Finance, Grants, Procurement, and Administrative teams.
• Develops and implement strict fraud mitigation practices and ensures rigorous implementation of systems and processes to support Activity financial management and regulatory compliance.
• Manages procurement of Activity supplies, services, and other items in accordance with RTI and USAID rules and regulations; ensures that Activity assets are properly labeled, inventoried, maintained, and disposed of as
• Ensures continuous liquidity for the Activity and timely payments to staff, consultants, and
• Oversees the calculation and issuance of payroll and payroll tax submission to the proper host country.
• Maintains complete, accurate, and timely financial records in compliance with USAID and RTI policies and procedures; prepares and submits required financial reports as directed and in a timely manner. Monitor and review project budget and expenditures, financial forecasts, working with business partners to ensure compliance with corporate and client regulations.
• Coordinates with RTI’s local legal and accounting advisors; serves as liaison between local external auditing authorities and RTI’s home office.
• Establishes and oversees management of field office financial filing system (both paper and electronic) in coordination with home office.
• Consistently monitors B4R employees’ timesheets and expense.
• Oversees Finance Team and the management of Activity bank accounts, reconciliation of monthly accounts and bank statements, generation and submission of monthly QuickBooks file to RTI’s Finance Department, and submission of receipts and invoices to RTI’s home office and USAID as required. Reviews vouchers and payment requests, including proper back-up documentation to ensure compliance with RTI and USAID policies, procedures, rules, and regulations.
• Applies longstanding knowledge of USAID/Uganda context and understanding to Activity operations and finance to maintain Activity accountability.
• Provide guidance and review of cost share reports and ensures cost share complies with U.S government standards, requirements, and cost principles.
• Oversee and support the implementation of construction activities in coordination with the COP, Construction Program Coordinator, and Home Office team.
• Ensuring support by coordinating with appropriate technical leads and government counterparts in field sites and assign operational support resources as needed.

Qualifications
• Master’s degree in business, Finance, Accounting, or a similar relevant field and 12 years of experience or bachelor’s degree and 15 years of professional experience in finance, operations/administration, logistics and/or HR-related matters for international development activities of similar scope and size of this Activity.
• Minimum of 5-years of experience in managing with increasing roles of responsibility
• Professional certification (e.g. CPA, ACCA, or equivalent)up to level 3
• Knowledge of ADS and Federal Acquisition Regulation (FAR) policies and procedures related to grants, procurements, and subcontracts required.
• Fluency in financial and project management systems and procedures and demonstrated leadership, management, organizational, and decision-making skills.
• Experience in managing donor-funded projects of similar scope and size as this Activity.
• Previous experience working on USAID-funded programs with construction components preferred.
• Demonstrated experience in risk management and implementation of internal controls for Finance and Grants sections, including establishing and managing financial management and compliance systems and procedures.
• Verbal and written fluency in English required.
• Supervisory experience with demonstrated ability to mentor staff through skills development.
