JOB DETAILS:
Overall purpose of the role:
DRC Uganda is seeking an exceptionally qualified protection and project management professional with demonstrated experience supporting refugees and asylum seekers in the context of Uganda. Qualified candidates will have experience in the gender-based violence prevention and response programming and/or market inclusion for women and advancing economic empowerment of Gender-Based Violence (GBV) survivors. The Manager will support the local anchor group (LAG) in the implementation of a capacity development plan, and to operationalize a theory of change model on integrated GBV and Economic Recovery programming. Further the person will be responsible for budget management and report writing as well as project management. Qualified candidates will have strong knowledge of the contexts in Uganda, South Sudan and the Democratic Republic of Congo and can demonstrate a strong record of leading high-quality and progressive gender-based violence prevention and response programming in challenging contexts.

The Gender Based Violence Innovation Project Manager will manage the implementation of the Ugandan component of the Bureau of Population, Refugees, and Migration (BPRM) funded ‘Global Innovations to Address Gender-based Violence in Conflict-Affected Humanitarian Emergencies’ program. The program goal is to generate evidence on Gender-based Violence-Economic Recovery (GBV-EcRec) integrated programming to support the humanitarian community with evidence-based program models that effectively advance economic empowerment of GBV survivors, by addressing gender inequality as a root cause of GBV and women’s economic marginalization in displacement settings. The program is being implemented in Jordan, Lebanon, Niger and Uganda.

KEY DUTIES AND RESPONSIBILITIES
Project Management, Design and Strategy
• Programme management of the BPRM funded ‘Global Innovations to Address Gender-based Violence in Conflict-Affected Humanitarian Emergencies’ project implemented with an immediate focus on the West Nile region.
• Working closely with the MEAL team and the global PMs to operationalize the Theory of Change, developing a MEAL system to monitor progress and document the learning.
• Working closely with the MEAL team to support the local anchor group (LAG) in the implementation of a capacity development plan, monitor the progress and document the learning.
• Working closely with the local implementing partner, monitor the ToC progress and provide support.
• Participate and actively contribute inputs in monthly programme meetings with the other country operations and the Global Programme Management Team.
• Coordinate with the global management team at HQ on programmatic and grants related matters.
• Based on the context, trends and priority needs, collaborate with the Head of Program, Program Development and Quality Coordinator, DRC protection manager and team members, communities and other key stakeholders to lead assessments and participatory project design processes, and develop technical inputs and associated budgets for protection-related concept notes, proposals and strategy.
• Draft quarterly narrative reports and the final report for the project.
• Contribute to business development processes for related opportunities.
Technical Support:
• Provide technical support to local implementing partner and ensure that implementing partner adheres to protection policies, standards and practices and lead capacity strengthening efforts for the local anchor group (LAG members).
• Support the project implementing partner with the development and regular review of guidelines, standard operating procedures and tools during the implementation of the ToC.
• Co-ordinate with DRC’s Protection Team in West Nile, including joint identification or design of technical trainings, and conducting trainings for relevant community structures and partner staff.
• Ensure the dissemination and utilization of the Gender and Market Assessment throughout the development of the Theory of Change and implementation.
• Conduct regular field visits to provide technical support to staff and monitor technical compliance of activities.
• Oversee the implementation of the Theory of Change (ToC) with the LAG, track learning and evaluate the effects of the ToC and generate evidence.
• In coordination with the Arua MEAL team, lead on the development of the Theory of Change, the design of monitoring, evaluation, and learning processes and initiatives for the program in line with key sector minimum standards and guiding principles.  
• Collaborate with DRC’s West Nile MEAL teams to ensure active and effective accountability to affected populations through DRC’s Protection Help Desks and the inter-agency FRRM.

Capacity building of the local partner and the ‘Local Anchor Group’ (LAG)
• Oversee the implementation of the LAG capacity strengthening plan
• Design and facilitate capacity strengthening (training, mentoring, accompaniment) with partner staff and LAG members and monitor the effectiveness of the training.
• In coordination with the Head of Program and Protection Manager produce, publish and distribute relevant ICT materials to all stakeholders.
• Participate in the development/ updating of relevant service mapping and referral pathways
• Organise experience sharing forums and capture learnings.
• Develop lessons learnt documents and tools to actively share best practices across LAG members and ensure that lessons learned inform future programming.

Finance, Administration and Supply Chain
• Assume responsibility as primary budget holder of the BPRM project.
• Prepare and monitor project budgets relating to both DRC and partner-led expenditure in collaboration with the finance
• Oversee and regularly update comprehensive forecasting and budget monitoring of the project and leading in program and activity-related revisions and re-alignment processes.
• Provide feedback to partners on budgets and financial reports with support from finance.
• Collaborate regularly with the Arua and Kampala based finance teams to monitor spending and ensure the timely utilization of assigned grants.
• Collaborate with the Finance teams in Arua and Kampala to ensure relevant field-based records are well managed, fulfil DRC and donor requirements, and are always up to date for use in donor reports.
• Collaborate with the Supply Chain teams in Arua and Kampala to develop, maintain and monitor project procurement plans.

• Ensure full program compliance with DRC and donor financial guidelines and policies.
Representation and Advocacy:
• Represent DRC at the internal project steering committee together with colleagues from Jordan, Lebanon and Niger.
• Represent DRC Uganda at the project donor roundtable.
• Represent DRC in the LAG and relevant sector meetings in co-ordination with the Protection Manager at both the local and national levels.
• Coordinate, and maintain constructive relationships with the donor, the Office of the Prime Minister, district local governments, as well as other international NGOs and other stakeholders.  

Experience and technical competencies:
• Minimum of 6 years of proven and successful track record experience designing and delivering gender-based violence and economic recovery programming for refugees and other vulnerable communities.
• Demonstrated knowledge of the displacement context in Uganda, South Sudan and Democratic Republic of Congo.
• Exceptional understanding of both global and national gender-based violence prevention and response standards and approaches.
• Demonstrate exceptional strength and experience in detail-oriented, project cycle management of protection projects including monitoring, evaluation, accountability and learning. Demonstrate in-depth knowledge of global and national standards and approaches pertaining to gender-based violence prevention and response, Experience designing technical components of protection programs, including demonstrated knowledge of protection information management systems.
• Experience of working with BPRM or similar donors and international and national NGOs
• Exceptional organizational and management skills.
• Exceptional spoken and written English as well as analytical skills.

Education:
• University degree (preferably master-level) in law, social work, social sciences, development studies, or relevant fields.
Languages
• Excellent Communication skills in English required.
