JOB DETAILS:
ROLE PURPOSE:
Working with Uthabiti consortium, the Grants and Innovations Manager is responsible for overall management and administration of the CIGF ensuring the grants contribution to the Uthabiti goal by pulling private sector to new markets, encourage to expand or improve the offer of financial services, accelerate micro enterprises, test innovation ideas that can help overcome programmatic challenges, encourage employment/livelihoods opportunities based on suitable granting mechanism.

THE ROLE
KEY AREAS OF ACCOUNTABILITY
• Work with the lead partner on grant solicitation/award process as well as the review and selection process, which include ensuring proper negotiation of the terms and conditions.
• Facilitate CIGF review committee meeting, cost reasonableness reviews, prepare approval request documents, monitor and manage milestone completion, review and submit for approval.
• In consultation with the lead partner identify and recommend the mechanism that best fits the grantee such as performance based fixed amount award, service contract or conditional cash transfer aiming at triggering business.
• Oversees the process and provides input into the SOW, ensures quality control of grant agreement, service contract (especially the milestones) and cash transfers and drafts the means of verification for milestones.
• Work with grantee, with input from the MEAL team and Lead Partner, to create a M&E plan that feeds into the SOW.
• Ensure all grant and contract budget estimates meet the standards of allowability, allocability, cost reasonableness, and consistency.
• Draft USAID approval requests and ensure all required approvals are received.
• Manage and track completion of milestone and the respective payment requests for milestones.
• Oversee and ensure proper maintenance of documentation and reporting in accordance with USAID and SCI guidelines, including preparing regular reports on grantee and subcontractor performance, and raising issues and risks related to activity fund implementation to the COP and CIGF committee.
• Participate in pre-award audits and risk assessments of possible grantee partners, in addition to periodic monitoring during implementation and at close-out.
• Establish clear grants policies, procedures, and systems, update the grants manual (and/or internal work flows), as needed, and ensure effective communication for systematizing grant award administration procedures that blend technical and operational innovation.
• Provide support to program staff as well as grantees to ensure adherence to the Grants Manual (and/or internal work flows) and USAID policies and the delivery of on-time technical excellence, evidence, and learning under the grant fund.
• Ensure that all grant milestones are correctly entered into the project’s Activity Database (MIS), AMS Or Other SCI systems) and/or on SharePoint and maintain up to date and complete files for each grant award.
• Contribute data required on a recurrent basis to assist in the preparation of monthly and semi-annual reports as well as presentations on grantee/activity performance, as needed.
• Other project management tasks and team capacity building efforts as delegated.

To be a strong supporter and advocate for children in this role you will need to have:
• At least a Master’s degree in international development, economics, business administration, Marketing, or other relevant discipline.
• At least 5years of grants management experience for USAID-funded grants, preferably with private sectors.
• Experience working with private sectors in market lead, entrepreneurship focused projects.
• Proven skills in establishing clear grants policies, procedures, and systems suitable for private sector.
• Proven experience in creating and maintaining effective working relationships that foster collaborative learning
• Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
• Excellent oral and written communication and interpersonal skills in English desirable
• Commitment to and understanding of Save the Children’s aims, values and principles
