The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit German company with worldwide operations in the field of international cooperation for sustainable development. GIZ Uganda through Responsible Land Policy in Uganda (RELAPU) invites bids from competent and eligible firms to provide consultancy services for Documentation of Land Rights in Kiboga and Gomba Districts.

The multi-donor Action "Improvement of Land Governance in Uganda to Increase Productivity of Small-Scale Farmers on Private Mailo Land (ILGU) - Phase II" is jointly co-financed by the European Union and the Federal Ministry Economic Cooperation and Development (BMZ) and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH as part of the BMZ "Global Programme Responsible Land Policy" with its country project *Responsible Land Policy in Uganda (RELAPU)".

The project is implemented in close partnership with the Ministry of Lands Housing and Urban Development (MLHUD) as main partner. It supports the implementation of the Land Act of 1998 and the NLP 2013 and supports increased transparency of land rights in central Uganda on Mailo land tenure for both landlords and tenants, and improved access to services (e.g. finance) for households, based on land documentation.

Uganda; 2) Local stakeholders are sensitized on land and tenure rights and available legal options to secure them; 3) Relevant stakeholders (local government administration, para-surveyors, civil society organisations and private sector) have the capacity to implement the NLP of Uganda and to contribute to transparent and rights-based land governance; 4) The capacities to access credit and other financial services from financial institutions for small-scale farmers are enhanced; 5) Good practices and lessons learnt are implemented outside of the project region.

Eligibility criteria

Interested bidders should submit their bids/offers electronically by Friday 17 November 2023, 4.00pm (EAT)to UG_Quotation@giz.de indicating in the subject the tender reference number: 83451576- Documentation of Land Rights in Kiboga and Gomba Districts.
1. Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
2. Late submissions will not be accepted!
3. Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
4. Only bids submitted to UG_Quotation@giz.de are acceptable.
5. You should have offers in PDF and zip folders.
6. Two separate emails should be used one submitting technical proposal offer and second email submitting Financial Proposal Offer.

7.Only filetransfer https://filetransfer.giz.de/ for submission of documents exceeding the default mail size of 30 MB should be used or use three separate emails one submitting the eligibility documents, a second one submitting the technical proposal/offer and third email submitting Financial Proposal/ Offer.

8. Failure to follow the above instruction may lead your offer to be encrypted and rejected
GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process.
