JOB DETAILS:

Job Summary
Responsible for developing and monitoring the implementation of systems and guidelines for providing pharmaceutical services/Medical logistics to support efficient operations at Baylor Uganda sites.

Overall Responsibilities
1. Strategic Planning & Budgeting Activities
 

• Develop systems, policies and standard operating procedures and guidelines for the provision of pharmaceutical services across Baylor-Uganda supported regions.
• Develop pharmacy procurement plans and provide technical support in procurement evaluation of pharmacy-oriented bids.
• Develop the pharmacy departmental ‘operation strategy.
• Develop periodic consolidated Baylor-Uganda Pharmaceutical work plan, procurement plan and manage the budget.
• Provide Differentiated Service Delivery (DSD) models that are adapted to provide HIV treatment and care to either address specific barriers/bottlenecks or ease access to HIV treatment and care for a subgroup of persons living with HIV.

2. Supply chain Services Monitoring
• Review and analyse the prescriptions data reports from supported Health Units to detect and verify root causes of errors and make pharmaceutical recommendations on drug treatment.
• Organize the quarterly and monthly audits of pharmacy operations at supported Health Units and monitor implementation of the recommendations
• Monitor the supply system for pharmaceutical products in line with established SOPs.
• Monitor the implementation of pharmaceutical activities across the organisation and write periodic consolidated reports in regard to the performance of the department.

3. Capacity Buildin

• Develop a capacity building plan and monitor the implementation of the plan across Baylor Uganda supported sites.
• Review and monitor the implementation of strategies for identification, implementation and closing of quality improvement projects

4. Partnerships and Stakeholder Engagement

• Identify and follow up the utilization of resource mobilization opportunities for Baylor.
• Develop and maintain partnerships with key stakeholders, and advocate for coordinated and harmonized interventions in handling medical logistics & buffer stock management Baylor-Uganda Medical logistics objectives and MoH related guidelines.

5. Research

• Identify research opportunities and monitor the conducting of research findings.
• Carry out operational research on the areas of supply chain and logistics to guide and provide lessons to improve performance then document best work practices in Health Facilities.
 

• Promote knowledge sharing through CMEs on areas of health commodities new developments and changes in line with Baylor-Uganda research guidelines and Pharmacy SOPs.

6. Leadership and People Management

• Provide leadership and direction to the team.
• Mentor and coach team members towards the achievement of directorate objectives.


Required Qualification, Experience and Competencies:
• Masters in Pharmaceuticals and Health Supplies Management or any other related pharmacy related masters with additional training in procurement and supply chain management or Masters in Procurement and logistics/public health or any other relevant field
• A first degree in Pharmacy
• A minimum of 9 years total working experience with at least 4 years in a senior role.
• Experience in medical logistics health system strengthening at supervisory level.
• 9 Years Relevant Experience

Job Summary

While working within the confines of the district structures, the VMMC Quality Assurance Officer will be the Technical leader of VMMC teams in the supported districts. He /She will ensure compliance to VMMC quality standards; monitor VMMC data recording and reporting; Supervise VMMC service delivery and support VMMC supplies.

Overall Responsibilities
• Ensure documentation of all surgical and follow-up procedure.
• Ensure that circumcisions are carried out safely in accordance with agreed policies.
 

• Establish and implement a system to ensure technical quality of VMMC project activities.
• Provide technical guidance on management of AEs including documentation and reporting.
• Provide mentoring and capacity building to facility and cluster staff in specific areas of expertise in VMMC and quality assurance.
• Support the formulation of innovative approaches for scale up of targeted in VMMC services.
• Work with health care providers, local authorities, community members and project team members to identify clinical service delivery issues that impede access to care and uptake of VMMC services.
• Identify and implement appropriate facility-and community-based strategies to address VMMC service delivery gaps.
• Identify training needs for clinical and community healthcare providers and assist in the design and implementation of measures to address those needs.
• Work with M&E staff to design, implement a plan to track data/results related to VMMC to inform adjustments in project implementation.
• Document lessons learned and challenges in implementation as well as reports of VMMC project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested.
• Document and maintain an inventory of successful tools and approaches for VMMC including QI projects.
• Support cluster IPC activities including timely reporting in ODK.

Required Qualification, Experience and Competencies:

• Diploma in Clinical Medicine and Community Health or equivalent.
• Must be registered with the Allied Health professionals’ Council with a valid (2022) APL.
• Formal skills training in SMC surgical (dorsal slit) method of circumcision.
• Formal training in Shang Ring device method of circumcision is an added advantage.
• At least 3 years’ experience in providing VMMC services
• 3 Years Relevant Experience

JOB DETAILS:

Job Summary
Development of the project health information systems and ensuring its running smoothly. Supporting the cluster offices in maintaining eHealth systems across all Baylor supported sites.

Overall Responsibilities

• Development/set up of the project health information systems
• Work closely with the M&E teams to ensure that project teams, CBOs, and District staff have the right skills to use eHealth systems including UGANDA EMR, Point of Care, OVC Tracker, KP/PP Tracker and community databases among others are well running smoothly.
 

• Supporting the M&E team and the facility MRAs in trouble shooting system challenges and IT related challenges.
• Carry out point of care installations for all facilities/sites supported by Baylor Uganda.
• Build the capacity of project teams and health workers in the use of Geographical Information Systems (GIS) technologies for data capture and spatial technologies for spatial data capture and analysis to guide programming for geographical areas with the highest-burden.
• Work with the M&E team to conduct quality checks on the system to ensure the systems are functioning as intended, and program needs are being met.
• Liaising with technology partners to ensure program requirements are translated into useful tools.
• Support the cluster team in troubleshooting software and hardware challenges at their cluster offices.
• Liaise with the main IT office to strengthen network, communications and other IT services provision at cluster offices like email, CUG, IT security, HRIS, procurement systems, finance systems.

Required Qualification, Experience and Competencies:
• Degree in Computer Science/Information Technology or related course.
• 2 years of Experience in supporting eHealth systems.
• 2 Years Relevant Experience
