WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Uganda with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?
We are seeking a qualified individual for the position of Monitoring Assistant SC5 to be based in Isingiro. The selected candidate will be employed on Service Contract

ORGANIZATIONAL CONTEXT
1. These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office.
2. At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.


KEY ACCOUNTABILITIES (not all-inclusive)
1. Verify the planned movements and distribution of food or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed and the quality of the operation is in line with WFP standards.
2. Collect and summarise assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.
3. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
4. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
5. Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
6. Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance.
7. Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
8. Prepare field mission reports to document programme implementation.
9. Follow set emergency response processes and procedures for emergency food assistance.

STANDARD MINIMUM QUALIFICATIONS
1. University degree in Nutrition, Agricultural Sciences, Social Sciences, Development Studies or related field from a recognized institution.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
1. Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.
2. Minimum of 5 years experience in monitoring programme activities preferably in an INGO setting.

We are seeking a qualified individual for the position of Finance Associate SC6 to be based in Kampala. The selected candidate will be employed on a Service Contract

JOB PURPOSE
To support the financial accounting and analysis processes, and provide general finance, budget and administration support services with specific focus on the Grant Relevant Funds to facilitate transparent and efficient utilization of financial resources at the WFP Uganda Country Office (UGCO).

ORGANIZATIONAL CONTEXT
These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ), and report to the Head of Unit, Chief, or Finance Officer.
At this level job holders are expected to demonstrate responsibility and initiative to respond independently to queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders are expected to manage resources and coach and coordinate a team of support staff, or specific support service(s).

DESCRIPTION OF DUTIES (Not all inclusive)

1. Prepare/Support in the preparation of routine and ad hoc financial reports and analysis for both internal and external stakeholders to support decision making and to comply with donor, partner or other stakeholder requirements with particular focus on the Grant Relevant Funding. This will include supporting with the preparation and presentation of the quarterly country program budget versus spending analysis, as well as resource management committee financial analysis, etc.
2. Setting up and maintaining a repository of supporting documents for personnel costs, travel costs and related subsistence allowances, other costs, and transactions with of CPs for Grant Relevant funds over the project period in preparation for any future verification exercises. This will also entail putting in place and maintain records of appropriate justification for partial or full cost allocations for staff, administrative costs and other indirect costs to these Grant Relevant funds.
 

3. Under the Harmonized Framework for Cash Transfers procedure, review and certify expenditure and disbursement requests and coordinate the periodic evaluations of implementing partners (HACT). Work as the Finance Unit's HACT focal point, liaising with programming teams to ensure that all essential transfers and reports are completed on time.
4. Conduct periodic reviews of Grant-relevant expenditure and the related supporting documentation at the Country, Field and Area Offices providing summaries of any exceptions noted to the Project/Activity Managers and Finance Officers along with proposed corrective actions. This will entail the preparation of quarterly management reports for all the Grant Relevant funds at UGCO and highlighting any exceptions that need to be addressed.
 

5. In WINGs, support the processing of staff operational advances, cooperating partner advances and other routine payments. Ensure that these advances are tracked and expensed in a timely manner and to the correct expenditure lines.
6. Support the monthly MMC reporting process by reviewing long outstanding reconciling items and following up on their resolution. These include GRIR, Logistics Service Provision, Common Premises, etc.
7. Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
 

8. Monitor monthly expenditure forecasts and provide expenditure reports in order to facilitate informed decision-making. Monitor the sub-imprest bank and petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed.

9. Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in accordance with WFP finance rules and regulations.
10. Assist in compiling information from various sources in order to prepare reports relating to budgets, accounting, finance and statistics.
 

11. Retrieve, format and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the attention of the supervisor and follow up corrective actions.
12. Perform administrative duties related to the monitoring and recording of fixed assets, spend on fuel and spare parts for vehicles and generators, to ensure that the databases are accurately updated.
13. Maintain the web-based register for all invoices and payment transfers, and record paperwork, to ensure that all documents are maintained and filed in compliance with WFP standards and guidelines.
14. Monitor and record all expenses in accordance with the approved budget in order to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants and other supplier invoices are processed in a timely manner.
15. Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards.



STANDARD MINIMUM QUALIFICATIONS
Education

1. First Level University Degree (Bachelors) in Commerce, Accounting, Finance, Business Administration or its equivalent.
2. Full or final stage professional accounting qualifications such as ACCA, CPA, or their equivalent.

Experience
1. A minimum of three (3) years of progressively responsible experience in finance, accounting, auditing or related area
2. Experience in reviewing and analysing financial statements.
 

3. Demonstrated ability to collaborate across one or more dispersed and diverse teams is desirable.
4. Good working knowledge of the complete Microsoft Office suite, proficient in MS Excel. Ability to analyze, interpret and identify process improvements.
5. Proven professionalism, punctuality, accuracy, confidentiality, integrity and flexibility, as well as proven achievement in introducing new and more effective ways of working.

Language: Fluency in English (both oral and written) is required, as well as the duty station’s language
