Background:

FHI 360 is implementing the USAID Maternal Child Health and Nutrition (USAID MCHN) Activity, a fiveyear program (January 2020 to December 2024) designed and funded by USAID to improve maternal, newborn, child health, and nutrition (MNCH) outcomes in Uganda. The Activity also supports improved delivery of MNCH services in Kampala through strengthening service delivery systems, focusing on the urban poor, in both public and private sectors. The organization desires to recruit the following:

Monitoring and Evaluation Officer (01 position)
Location: Kampala, Uganda
Reports to: Monitoring and Evaluation Advisor - Kampala
Duration: 120 days

Roles and Responsibilities of the M & E Officer
• Use standard MoH Health Management Information tools and extra data collection tools developed by MCHN to capture and report data for the various interventions and activities.
• HMIS tools that will be used include ANC, FP, PNC, child health, and SGBV registers.
• Support VHTs to use the VHT register, and health assistants to compile VHT quarterly reports. Program MCHN monitoring data outside the standard MoH HMIS will be reported directly to
• USAID MCHN through weekly and monthly reports – using a community outreach integrated reporting tool developed by the Activity.
• Jointly with MCHN and Division HMIS focal persons, implement the following to improve reporting of community activity data:
o Liaise with the HMIS focal person to track the reporting rates of the quarterly VHT reports.
o Conduct data tracking to ensure that the outreach data reported in monthly outreach summaries is included in the monthly reports (also part of the data review meeting)
o Support the Health Assistants/VHT Coordinators to conduct VHT quarterly meetings to support compilation of the VHT summaries to support the quarterly VHT report
• Together with MCHN and KCCA Division HMIS focal persons, implement the following to ensure quality of data reported:
o Support availability of the all the required HMIS and in-house data management/ reporting tools at the community to improve documentation of key data elements/variables.
o Conduct monthly community data review meetings to discuss outreach data and address identified data gaps.
o Conduct routine data analysis to identify data quality issues that will be shared with the facility and community teams for action.
• Use standard MCHN integrated outreach activity checklists, referral pathways, and summary reporting forms. Virtual communication platforms will be leveraged for timely sharing of
• activity outputs and technical support needs.
• Leverage the community engagement platforms described above to: o Collect and document community feedback on the quality, and experience of care for services received at both healthcare facility and community levels/.
o Through MCHN, provide feedback on Respectful Maternity Care (RMC) to KCCA and MOH to improve client experience and inform policy. YAU will (during routine service delivery,
o community dialogues and performance review meetings), collect community feedback on the quality and experience of care at both facility and community level. Feedback will be documented
o and provided to MCHN for subsequent dialogue and corrective actions with KCCA leadership to address quality issues.
• Actively contribute data and information to quarterly performance review meetings for each division, and present community nutrition results.

Qualifications
• Bachelor of Nursing, Public Health, or health-related disciplines. Possession of a Master of Public Health will be an added advantage.
• A minimum of 3 years of experience in implementing district-led programming approaches to build capacity and provide technical and logistical support for improved access and utilization of family planning services in Uganda.
• Knowledge of the current national and international family planning policies and guidelines.
• Demonstrated skills in collaborative engagement, program planning, use of CQI to improve systems and processes, and knowledge management.
• Ability to work independently.
