Position Summary
The Operations Manager is a strategic thinker with a demonstrated record of success in developing and optimizing institutional processes and systems to support the achievement of the country program and growth targets. The role involves leadership and supervision of RTV Procurement & Operations, and IT teams, with in-country oversight and support for the Communications team. In addition to managing the supply chain, logistics and associated processes and policies, the Operations Manager will also be responsible for proper management of organization’s assets, estate, fleet, security and support the setup of new projects across Uganda. The incumbent works closely with the Finance & Admin, HR, Programs teams, and the Leadership team to identify areas in need of strengthening, as well as recommending and ensuring that these activities are in conformance to RTV’s policies, goals, and objectives. The position will report directly to the Chief of Staff based in Toronto.

Key Role and Responsibilities:
Leadership

• Oversee daily activity of Uganda Operations Group; bringing experienced knowledge of best practices in procurement and logistics and liaise with Global Office on operations items.
• Provide oversight, strategic direction, and day to day supervision for Uganda Procurement, Facilities Management and IT staff team
• As part of the management team, set annual/quarterly goals and targets related to Procurement, IT and communications for Uganda’s operations;
• Represent Uganda Operations at Leadership meetings and ensure ongoing reporting to the Senior Leadership Team.
• Identify improvement areas and plans and implements systems to boost organizational effectiveness
• Ensure a culture of continuous improvement to increase efficiency, improve delivery, and reduce costs;
• Establish and run a high-standard and highly accountable Operations department to support the organization’s growth.
• Mentorship and growth of Operations, IT and Communications staff and skills development planning
• Operations skill development and competency trainings for all staff
• Ensure succession planning in all Operation units
Sourcing, Procurement, and Inventory Management
• Ensures the tactical planning and execution of work within the sourcing and procurement function to ensure the cost-effective and timely delivery of quality goods and services for all program activities across the country.
• Develop and implement procurement policies, systems, and frameworks, and manage workflows between procurement and programs with effective supplier management, and contract management
• Manage RTV assets and inventory effectively and efficiently with a strategic understanding in accordance with organizational goals and policies.
• Ensure district-level support and a clear line of communication between district offices and all departments
Administrative Deployment and Facilities Management
• Ensure effective resource deployment to support program operations including RTV assets and facilities, supplies, technology, and logistics.
• Manage a fleet of vehicles and motorcycles, and a team of drivers, ensuring that transportation and logistics are adequate for each office based on staff complement, with maintenance and management.
• Accountable for field office budget management, and cost-savings and operations improvement initiatives
Information Technology
• Provide supervision and support to the IT team and be accountable for ensuring organization-wide alignment and provision of adequate support to the staff teams for technology requirements and technical support.
• Implementation of improvement initiatives to enhance workflow and program quality improvement, ensuring operations team training on skill development and application of tools
• Oversee technology inventory and storage management, data privacy, and cyber security, compliance and continuous improvement.
• Lead Strategic Planning for the IT department and provide leadership and support to the existing IT team.

Other
• Provides in-country oversight and support to the Communications team including managing Communications administration, staff accountability and budget management.
• Work closely with HR, Finance, Admin to develop, implement and oversee integrated operational processes
• Any other duties as assigned

Qualification and Specifications
• Business administration, operations management or finance, or any other relevant degree;
• Minimum 7 years of relevant experience, including 3 years management experience at a manager level position;
• Experience with accounting and/or financial management, and procurement
• Excellent written/verbal English communication skills
• Analytical skills to evaluate data and make operational decisions;
• Strong problem-solving skills
• Computer literate with strong Microsoft Office skills, especially Excel;
• Adaptable to change;
• Result orientated;
• Exceptional coaching and staff mentorship skills;
• Ability to demonstrate exceptional organization and planning skills
