Terms of Reference for a rapid flood risk assessmentwithin the Bugisu and the Karamoja sub-region

1.0 Background
Food for the Hungry (FH) an international faith-based relief and development agency started operations in Uganda in 1988 with the ultimate goal of eliminating poverty among the most vulnerable communities in Uganda. FH’s programming has continued to evolve; our current program model-“Flourishing Unlocked” aims to achieve transformational impact and ensure the people we serve have the agency and resources to be resilient and flourish. FH recognizes that people live and operate in an ecosystem; different factors and forces of change within a system enable and exacerbate poverty, injustice, and marginalization. FH believes poverty, injustice, and marginalization are symptomatic manifestations of broken relationships; with God, self, others, and nature. Our response thus focuses on addressing root causes by mapping systemic factors and forces of change and identifying leverage points. Using human-centered design and a system transformation approach, we design, develop, and deliver sustainable and holistic solutions that build resilience to enable children, families, and communities to flourish. We have three technical specializations; Physical and Mental Well-Being; Asset Creation and Productive Learning.

FH is operational in six sub-regions in Uganda; West Nile, Acholi, Lango, Karamoja, Bugisu, and the Busoga. Most of these regions are prone to recurring natural disasters ranging from drought, flooding, landslides, and disease epidemics. Recently, the Uganda National Meteorological Authority (UNMA) issued an alert on the impact of the El Nino effect on weather patterns during the September, October, and December rainfall season. High rainfall is anticipated with a high risk of flooding; landslides, mudslides, crop and human diseases, and displacement impacting livelihoods and general well-being. Some of the identified high-risk zones are within FH’s operational areas; therefore, FH is seeking the service of a consultant or consultant firm to do a rapid assessment of flood risks and early warning within the Mt Elgon and Karamoja sub-regions.

2.0 Overall Objective
To rapidly gain insight into possible hotspots for flooding and related risks within the districts of Mbale, Bulambuli, Sironko, Butalejja, and Bududa, if time allows assessment may also include Napak, Nakapiripirit, and Moroto.

2.1 Specific Objective
Gain an overview (brief descriptions and hazard maps) of potential flood risk hotspots in districts indicated above and enable FH to develop preparedness plans and early warning messages and actions.

Tasks
Identify possible flood risk hotspots, and consequential hazards on the basis of maps, reports, site visits, interviews with stakeholders, and other secondary data on previous floods in the same regions
To assess the likelihood of flooding occurring within identified hotspots and if possible estimate the potential magnitude or general vulnerability
Briefly assess the adequacy of flood preparation and the early warning mechanism in the identified hotspots and broader coordination mechanisms
Develop messages that could be considered early warning messages that include possible actions/alternatives for shelter, high ground, and protection for people, livestock, and seeds.
In line with FH, policies and approaches briefly describe measures that could be included in FH approaches to increase flood resilience in the region. FH aims to build resilience in communities using a series of potential interventions (risk communication warning messages and actions, WASH, and Access to Food, Cash, and Non-Food Items).

3.0 Deliverables
Review of the relevant literature and other secondary data
Methodology and data used for the analysis, including inputs from stakeholder consultations.
Brief description of flood risk hotspots supported by maps where possible, including estimating of potential vulnerability, the status of preparedness, and coordination mechanisms
Concise recommendations to FH on strategies that can be embedded in its programming to increase early warning messages flood resilience in target regions
Since this is classified under emergency response, the report should be concise, to the point, and available within a week after the conclusion of the fieldwork. All deliverables should be provided as part of one document with three sections. The total number of pages (incl. maps) should not exceed 10.

Food for the Hungry is dedicated to ensure safety of children and other vulnerable people involved in and connected with our projects. FHU considers child abuse, sexual exploitation, abuse and harm to be unacceptable in all circumstances and are therefore committed to ensure that all steps are taken to ensure the safety of children and vulnerable people that we work with. For that reason, the consultant, research assistants and translator (where required) engaged by FHU for this assignment will be required to complete their child safeguarding and other safeguarding documentation

6.0 Timeframe and resources
The assignment is intended to be carried out from 18th to 29th September 2023, provided the fieldwork can be done during the week of 18th September 2023.

7.0. Taxation
The consultant/consulting firm shall demonstrate strong compliance to statutory requirements including fulfillment of their tax obligations.

6% of the cost of consultancy shall be withheld in fulfillment of the state obligations on Withholding Tax (WHT).

8.0 Qualification of Consultant/Consultancy Firm
A Master’s degree in Disaster risk management, Meteorology, Water Engineering/Management, Geographical sciences/environment and Natural resource management is required.
At least 5 years’ experience in the field of risk flood assessment and strengthening resilience
Experience in Water Management, Flood Control, and disaster risk management Flood Management, using climate models, the generation of rainfall projections, and risk mapping will be an added advantage.
Expertise in mapping tools such as Geographic Information Systems (GIS) and Global Positioning Systems (GPS)
Prior exposure to the application of hydro-technical, hydrology, slope assessment, flood hazard assessment, and integrated water resource management tools.

Your Technical proposal should contain:
A short description of your understanding of the role of the Consultant and the approach to be used as outlined in these Terms of Reference
A description of how you intend to fulfil the services within the suggested timeline and confirmation of your ability to meet the timelines
CVs (maximum 3 sides of A4 paper each) of key individuals, tailored to the assignment
Outline of team structure, including roles and responsibilities of team members
An itemized budget for both professional fees and reimbursable expenses, including fee rates, number of days, breakdown of expenses and work schedule.
Proposal should not exceed 6 pages (excluding annexes-not more than 4 pages). Please note technical proposal should be separate from the financial to be submitted to procurementkla@fh.org by; **Friday 15th September, 2023 1700HRS (5PM EAT)-**with the subject line TECHNICAL AND FINANCIAL PROPOSAL FOR RAPID FLOOD RISK ASSESSMENT FOR BUGISU AND KARAMOJA.
