JOB DIMENSIONS
The EACOP Project comprises a 95-kilometre Feeder Line transporting heated crude oil via underground pipeline alongside Lake Albert from the Tilenga Central Processing Facility (CPF) to the EACOP System at the Kabaale Hub Pump Station (PS-1).

From Kabaale the EACOP pipeline traverses 296km east across Uganda to the Tanzania border and a further 1,147 km across Tanzania to the Marine Storage Terminal and Jetty/offloading facility at Tanga, Tanzania. The EACOP Project Organisation manages EACOP System delivery including Contract Ownership, Package Management & H3SE Management of the EPC Construction and Operations Logistics Contractors. All Contractors deliver the EACOP System to Host Government, EACOP Ltd Shareholder, and external financing standards (IFC Performance Standards – IFC PS). Project delivery (comprising construction and commissioning) involves audit, assurance, and oversight of all Contractor social performance in Uganda and Tanzania, and assurance of TotalEnergies Exploration and Production Uganda (TEPU) Tilenga Feeder Line construction.

The Project H3SE (Health, Safety, Social, Security & Environment) Organisation includes a Project Social Manager responsible for assuring Contractor social performance in Uganda and Tanzania. The Project Social team in Uganda is led by the Social Head (SH) and as an organisation is located in the EACOP Corporate Land and Social (LSOC) team. In practice the Uganda Project Social team are project-dedicated resources within the Uganda LSOC team during EACOP Construction, and as such the Uganda Project Social team reports directly into and is based with the EACOP Project Team in Kampala and the worksites.

The SH has a reporting line to the Uganda LSOC Manager and a reporting line to the Project Social Manager.

The Uganda Social team field resources will be based in Contractor construction camps / onsite and report to the Social Head Uganda based in the EACOP Project office in Kampala. Field-based Project Social resources lead direct, daily interface with Contractor counterparts including for Contractor assurance and oversight. The Kampala based Social Head provides technical social risk management guidance to Project Leadership and is routinely in the field to verify Contractor social performance.
The community engagement aspects of the role require the Social Head to routinely interface with the Uganda LSOC Manager to drive EACOP messaging through the Project Social and LSOC stakeholder engagement field resources.

ACTIVITIES
The SH is responsible for managing implementation of social assurance of the Construction and Logistics Contractors in Uganda according to EACOP social performance minimum requirements. The SH interfaces with the Project leadership in Uganda, construction contractor leadership, and internal and external stakeholders as required to communicate social performance commitments, expectations, and performance.

The SH recruits and develops technically competent social resources to assure and guide to Project and Contractor representatives. The SH verifies that all Construction Contractors develop social plans, procedures, and assurance capabilities that demonstrate EACOP social performance minimum requirements are achieved during Project delivery. The SH represents social performance during internal and external Project meetings to reiterate and champion Project social performance expectations. The SH scope includes Cultural Heritage management; Project and Contractor Stakeholder Engagement, (temporary) Land management, Community Health, Safety and Security; efforts to reduce EACOP Project and Contractor contribution to Project Induced In-Migration, delivery of human rights commitments, construction and logistics scope delivery social risk and impact mitigation and protection of community social infrastructure; and the Project and Contractor audit, assurance and oversight procedures.

The PSM:
• Verifies achieving Project and Contractor social requirements outlined in the Commitments register.
• Implements the Audit, Assurance and Oversight programme to assess Project and assure Contractor social performance.
• The alignment of the social performance activities with the International Finance Corporation (IFC) Performance Standards (PS), Uganda regulatory framework and EACOP Company Management system.
• The recruitment and coordination of a team of social practitioners towards the completion of agreed objectives and schedules.
• The engagement with Uganda relevant authorities (Petroleum Authority of Uganda, Ministry of Energy and Minerals Development for all social performance related topics.
• Coordinates routine social performance reporting, including to Lenders, shareholders, authorities, management, etc.
• Provides social management inputs to EACOP management plans governing Project delivery.
• Trains Project and Contractor resources on EACOP social performance expectations and reporting responsibilities.
• Provides social performance guidance and training material to support Contractor social performance management.
• Verifies Contractor social deliverables address all EACOP in the relevant EACOP Contractor Control Plans.
• Develops a social team equipped to work with construction contractors and assure contractor social performance.
• Engages Project leadership and Package Managers on Contractor performance and provide social management guidance.
• Collaborates with Package Managers and their teams to achieve EACOP social performance expectations.
• Attends Project and Contractor meetings to address social risks and drive social performance improvements.
• Provides social inputs and analysis in Project Management of Change processes.
• Presents Project and Contractor social performance internally and externally including external / 3rd party audits.
• Represents Project and Contractor social management during audit visit preparation, delivery and report reviews.
• Implements audit findings and observations, and documents progress towards timely closure.

CONTEXT AND ACCOUNTABILITIES
• The job holder will work under the supervision of the EACOP Uganda Land and Social Manager and the Project Social Manager
• Interfaces with Health, Safety, Security, Environmental, Quality, Legal and regulatory, Land, Company and Project functions as required to address cross-cutting risk, impact, and issue management.
• Engages the PIIM/Human Rights Manager and Uganda Human Rights / PIIM Coordinator on survey implementation.
• Maintains routine communication channels for information sharing & stakeholder engagement messaging with LSOC.
• Attends EACOP Grievance Management Committee meetings to represent grievance management.
• Attends Human Rights Steering Committee as needed to support social performance representation.
• Supports implementation of the pilot Workers Voice Tool for EACOP Project construction contractors.
• Interface and communicate Contractor social performance feedback to Shareholders’ counterparts.
• Aligned with National Content (Uganda) teams on cross cutting national content issues.
• Responsible for Project and Contractor adherence to compliance procedures.
• Establishes and maintains constructive working relationships within the Team at all levels of the organisation.
• Champions Project social performance expectations, assurance requirements, progress, and outcomes across EACOP
• Observe and follow EACOP business compliance aspects especially as it relates to strict confidentiality requirements when interfacing with government entities or partners.

QUALIFICATIONS/EXPERIENCE
• Advanced degree in Social Sciences, Social Policy, Social Anthropology, or a related discipline.
• Minimum 10 years professional experience in social performance assurance (preferably minimum 5 years on externally financed extractives projects or international construction projects).
• Experience assuring international construction contractor social performance according to IFC PS
• Practical understanding of land access, cultural heritage, and social receptor identification according to IFC PS
• Direct experience developing and implementing social risk and impact mitigations, incident investigation and reporting, management of change, adaptive management, and associated facilities according to the IFC PS.
• An experienced stakeholder engagement practitioner with minimum 5 years practical implementation experience, including grievance management according to IFC PS.
• Proven ability to mentor, coach and supervise field teams.
• Excellent communication skills, proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry partners, construction contractors, the donor community, and international organizations.
• Proven ability to multitask, work independently, manage significant workload and competing demands under time pressures.
• Negotiation and conflict management skills.
• Excellent computer; report writing, and analytical skills.
• Fluency in English (written and spoken) required.
