Job Summary:

FHI 360 is seeking qualified candidates to fill the position of Senior Technical Specialist, Community Health Services for the EpiC Uganda project to provide technical leadership and support to ensure the quality and sustainable delivery of  life-saving HIV/TB care and treatment services at of community-level .

Job Summary: The Senior Technical Specialist, Community Health Services will work closely with EpiC project leadership, the Uganda Ministry of Health (MOH), and other Uganda stakeholders to ensure the quality and sustainability of delivery of life-saving HIV care and treatment services at the community level. S/he will provide targeted technical assistance to strengthen community-based platforms and support the deployment of newly trained Community Health Extension Workers (CHEWs) in communities as per MOH policies in seven regions of Uganda. S/he will provide technical assistance to ensure skills transfer necessary for uninterrupted service delivery by CHEWs. S/he will provide national-level support to ensure that trained CHEWs are optimally functional and able to deliver life-saving integrated services in line with MOH policy and guidelines. This role is highly collaborative, working in tandem with MOH and its other partners to strengthen governance and planning related to community-level health workers.

Accountabilities

  • Supports the design, implementation, and monitoring of EpiC Uganda project activities as it relates to strengthening community-level HIV &  TB services.
  • Provides technical leadership on the deployment and equipping of newly trained CHEWs across seven regions, ensuring each receives the standard MoH toolkit and is positioned to provide continuity of integrated packages of services through community-based follow-up and adherence support.
  • Oversees temporary financial support to CHEWs across target regions in collaboration with EpiC Uganda finance staff, ensuring timely and accurate payments while maintaining comprehensive financial records and compliance with donor requirements.
  • Collaborates with District Local Governments and MOH to develop and implement roadmaps for gradually transitioning CHEW stipend responsibilities into Government of Uganda planning, budgeting cycles, and payroll systems.
  • Supports CHEWs in utilizing electronic Community Health Information System (eCHIS) and standard MoH data documentation tools, ensuring accurate reporting of service delivery data and community-level health outcomes
  • Supports the development and implementation of EpiC Uganda project workplans and budgets related to community services activities.
  • Contributes to the preparation of timely and accurate technical reports specific to EpiC Uganda community services activities.
  • Contributes to the achievement of high-quality results in accordance with the community services-related targets and deliverables identified in the work plan and Performance Monitoring and Evaluation Plan.
  • Contributes to providing and reviewing regular performance data.
  • Contributes to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
  • Receives technical guidance and mentorship from senior staff, including the EpiC Uganda Technical Director, Senior Technical Advisor, and others.
  • Takes swift action to implement technical recommendations from the Technical Director, Senior Technical Advisor, and other relevant entities.
  • Assists in developing lessons learned from activities related to community-level services within EpiC Uganda and contribute to applying these lessons to improve both existing programs and the design of new programs.
  • Perform other duties as assigned.

Qualifications

  • Master’s degree in public health or related field, or its International Equivalent.
  • 6+ years of relevant experience in community-level health provision and health systems strengthening in Uganda.
  • Extensive knowledge of Uganda’s health systems, including familiarity with the national information management systems and national protocols, guidelines and standards for community-level service delivery, with a strong understanding of financing for community service delivery.
  • Experience in HIV/PEPFAR program design, implementation, and monitoring in Uganda, including collaboration with MOH and other government counterparts.
  • Previous experience working with NGOs implementing United States Government-funded programs.
  • Ability to meet tight deadlines and deliver high volumes of work with minimal supervision.
  • Excellent report writing, analytical, and communication skills, including oral presentation skills.
  • Proficiency in Microsoft Office applications such as MS Word, Excel, and PowerPoint, and well-developed computer skills.
  • Ability to travel within Uganda.
  • Written and oral fluency in English.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.
