JOB DETAILS:
Audiences for review
Internal: Sightsavers thematic strategy leads, project designers, project implementation teams, MEL teams and research teams.
External: Sightsavers’ project delivery partners, donors, and evaluators working on current and future evaluative activities.

Methodology

Primarily based around analysis of documents and data from Sightsavers evaluations (commissioned externally/in-house) between 2019 and 2023, alongside corresponding Management Response and Action Plan documents. Up to twenty-five evaluations and two synthesis reviews were completed within this period. The consultant/consultancy are invited to propose a sampling approach as part of the inception. It may be feasible to arrange interviews and meetings with key Sightsavers staff to provide additional context and information for the review. These will be conducted remotely as no travel is required for primary data collection.
The primary output will be a synthesis report. The secondary output will be set of short associated materials highlighting findings and recommendations for key audiences. The Sightsavers MEL Team will use the outputs to support internal discussion via webinar content, video or other presentation materials for subsequent wider use. Other products to support dissemination of learning will also be considered. The assignment will include contributing to the dissemination strategy design.

Sightsavers welcomes proposals from an individual consultant/consultancy interested in undertaking this synthesis review. Required knowledge, skills and experience include:
• Proven familiarity with the programme themes and contexts in which Sightsavers work
• Track record of conducting successful consultative evaluative work encompassing sustainability in a development context
• Depth of knowledge and understanding of current sustainability concepts, trends and discourse in the development context
• An inclusive and creative approach to presentation of review findings for key audiences.
• Strong written and spoken English in appropriate styles for key audiences
• A good understanding of accessible document design to comply with Sightsavers’ guidance on this (Content Accessibility Guidelines)

Required skills and expertise of the bidder

• A consultant/consultancy with a proven successful background conducting similar types of reviews within international development will be procured to undertake the project through an expression of interest process.
• Full details of the project, Scope of Work, Outputs/ Deliverables and budgets can be found within the attached Terms of Reference (ToR).

Ethics and data protection

• The successful consultant/consultancy will be required to complete a short course on ‘Introduction to Ethics in Evidence Generation’ and follow Sightsavers MEL ethical guidelines.
