Soroti University is a Public University in Uganda established by Statutory Instrument No 34 of July 2015 and governed under the University and Other Tertiary Institutions Act 2001 (as amended). It is located 7kms along SorotiMoroto Road in Eastern Division of Soroti City, Eastern Uganda. Soroti University is one of the 9th Public University in Uganda and currently offers science based University education. The University with its niche in renewable energy is contributing to the University’s strategic plan in transforming fossil fuels to renewable energy through renewable energy technologies". To achieve its strategic objectives, Soroti University wishes to fill the positions of University Vice Chancellor and Deputy Vice Chancellor (Finance and Administration);

JOB DESCRIPTIONS AND PERSON SPECIFICATIONS
Purpose of the Job
To provide academic, research and administrative leadership to the University for the effective management and efficient use of human and fiscal resources in compliance with the law, University Regulations and Strategic Plan.

1.2 DUTIES AND RESPONSIBILITIES
(a) Policy and Planning Formulation Spearheads and co-ordinates the development review and implementation of policies, strategic plans and other interventions designed to achieve growth, academic and professional excellence in University programs. (b) Management and Fiscal Control
1. As the Chief Executive of the University is responsible for maintaining efficiency, effectiveness and good governance of the University.
2. Provides efficient leadership to the University through coordinating the effective implementation of strategic management plans and Council decisions.
3. Directs and supervises the Senior Management Team responsible for the academic, research, financial and administrative functions of the University and monitors their performance in line with the prescribed performance targets.
4. Mobilizes both internal and external resources necessary for the implementation of the University policies, plans and programs.
5. Oversees the acquisition and fair allocation of resource to various University academic bodies and administrative units.
(c) Responsibility to Council
1. Is a Member of the University Council and presents the University position and recommendations on various issues and challenges requiring Council intervention as prescribed by law.
2. Causes to be prepared and submits specific reports to Council as instructed.
3. Responsible to the Council for the general conduct and discipline of University staff and students.
(d) Responsibility to Senate As Chairperson of the Senate, directs the implementation of Senate decisions. (e) External Liaison
1. Represents the University externally in order to promote awareness and understanding of the University mission, objectives, policies and programs.
2. Key spokesperson of the University on all matters.
3 1.3 Key Outputs a) University policies, strategic plans and other interventions developed and implemented.
b) Efficient, effective and good governance of the University.
c) Timely and effective implementation of strategic plans, Council and Senate decisions.
d) Attainment of set performance targets by the Senior Management Team.
e) Adequate resources for implementation of the University policies, plans and programs mobilized. f) Resources acquired and fairly and equitably allocated to various University units. g) Timely and quality reporting on University operations to Council.
h) Good conduct on part of staff and students ensured.
i) Positive public awareness and publicity for the University.

1.4 PERSON SPECIFICATIONS
(i) The candidate for the position of Vice Chancellor should be an innovative, visionary leader with capacity to build a dynamic management team. In particular the Vice Chancellor will be a widely knowledgeable individual about the national, regional and international status and trends of higher education with capacity to execute a strategic change program that will ensure sustained success of the University.
(ii) Be a Ugandan citizen
(iii) Experience in managing an institution of higher learning will be an added advantage.
(iv) Specifically, the candidate shall be expected to:
a. be a highly distinguished scholar of the rank of Professor, with a minimum of ten (10) years’ experience on that level and demonstrate ability to provide academic and administrative leadership for the University; (All Academic qualifications should be from accredited Institutions of higher learning).
b. be a person of proven integrity;
c. be not less than 45 years old at the date of application;
d. command the respect of the national and international academic communities through his/her track record;
4 e. strengthen the bridges between staff, students and other members of the University community;
f. be a person with a clear vision for the development of the University g. enjoy excellent physical and mental health;
h. Attract the much-needed funds into the University. (v) Administrative Attributes/Competences:
a) High level of maturity;
b) Experience of strategic leadership and management in a accredited/chartered University or equivalent government or reputable organization;
c) Should have been at least a member of an accredited/chartered University Senate/Council or equivalent body in government or reputable organization;
d) Must have excellent interpersonal skills and competences;
e) Must have people skills;
f) Should possess negotiation skills;
g) Excellent communication skills and public relations;
h) Demonstrate evidence of ability to understand and manage the academic, Research and outreach process in institutions of higher learning;
i) Demonstratable integrity
j) Demonstrate evidence of team leadership;
k) Proven ability to handle student community and staff;
l) Knowledge of Higher Education Policies and Operations;
m) Must demonstrate competence in using and promotion of ICT modern technology.
(vi) Financial Attributes/Competences:
a) Ability to comprehend and implement the Strategic Plan of the University;
b) Evidence of resource mobilization skills
c) Good understanding and working knowledge in financial management;
d) Evidence of involvement in leadership of investment projects;
e) Evidence of experience in planning and budgeting;
