Background and Context:
The IOM mission in Uganda was established in 1988 and has since been supporting the Government to address migration challenges and building the capacity of relevant stakeholders. IOM implements a range of programmatic interventions in areas such as Refugee Resettlement; Emergency Response mostly for refugees from South Sudan and the Democratic Republic of the Congo; Migration Health (Assessments and Promotion); Labour Migration and Human Development; Counter-Trafficking and Migrant Assistance; Immigration and Border Management; and Migration Governance, including policy and research.
With funding from the Government of Japan, IOM Uganda is currently implementing the project “Strengthening Border Management to mitigate the risk of terrorism from land and maritime borders in the context of COVID 19”.
Under this project, IOM will support the Ministry of Internal Affairs through the Directorate of Citizenship and Immigration Control (DCIC) in developing Conduct two (2) joint border agency workshops for a total of 40 Government officials on enhancing border security to improve counter-terrorism response. The participants will be constituted of selected officers from departments and agencies working at borders such as Uganda Police Force (UPF), Border Internal Security Office (BISO), Uganda Revenue Authority (URA), Directorate of Citizenship and Immigration Control (DCIC), and others as selected by DCIC.
Objective of the consultancy:
Under the coordination of the Directorate of Citizenship and Immigration Control, the consultant will support in Training team to draft the Terms of Reference of the workshops, facilitate two workshops sessions with 20 participants each, consolidate the workshops inputs, draft the workshop final report including recommendations

Responsibilities and Accountabilities:
Under the overall supervision of IOM, the IOM Immigration and Border Management Project Officer, and the direct supervision of the DCIC Immigration Control Commissioner, the successful candidate is expected to perform the following tasks:
• Hold an inception meeting with the DCIC Training Team to further understand the needs of the joint border agency workshops as well as the roles and responsibilities of selected participants from DCIC and other departments and agencies.
• Draft or affine workshop agenda.
• Check the workshops venues, meet the required setup.
• Facilitate the two planned workshops with 20 participants each.
• Ensure secretariat in collecting inputs during sessions.
• Draft workshop report including recommendations

Deliverables; The consultant is required to provide the following deliverables:
• Inception report
• Final workshop report approved by DCIC

Performance indicators for evaluation of results
• Satisfactory completion of tasks indicated in this ToRs.
• Quality of the methodology and workplan.
• Quality assessment and consultations of the major stakeholders.
• Quality of the Inception report draft.
• Quality of the final version of the workshop report.

Payment schedule
The consultant shall be paid the consultancy fee upon completion of the following deliverables.
• 25% upon completion and approval of the inception report.
• 75% upon delivery and approval of the final validated workshop report.

Consultation duration
Maximum one (1) month

Education
Minimum of master’s degree (or equivalent advanced university degree) from an accredited academic institution in Business and Administration, Political Science, International Relations, Social Science, Law, or any related field

Experience
• Solid experience working on various aspects of Immigration and Border Management, preferably within a national immigration department or partner agencies in the East and Horn of Africa.
• Strong experience working in Government security sector
• More than 5 years working on research and development initiatives in an immigration and migration management context.
• Experience in facilitating workshops and/or trainings.
• Knowledge of Uganda’s Immigration and border context
• Experience working in the East African / African context.
• Familiarity liaising and working with senior-level government officials.
• Good track record of meeting deadlines.
• Excellent written and verbal communication skills in English
